The Ministry of Agriculture, Fisheries, and Water Resources, in collaboration with the State Legal Office, has launched a project to develop the legal framework for the agriculture, fisheries, and water resource sectors.
The announcement came during a meeting attended by Minister of Agriculture, Fisheries, and Water Resources Dr. Radwan Al-Rubai’e, Head of the State Legal Office Dr. Ismail Al-Muhaqqari, Chairman of the General Authority for Water Resources and Facilities Eng. Hadi Qurei’ah, Chairman of the Red Sea Fisheries Authority Hussein Al-Attas, and several legal directors from the concerned sectors.
Dr. Al-Rubai’e emphasized the importance of reforming the legal system based on Quranic principles, with standards that address the needs of Yemen’s current reality and environmental context. He noted that the ministry has already made significant progress toward achieving sustainable development goals.
He also highlighted the ministry’s and legal office’s commitment to addressing shortcomings and legal inconsistencies, aiming to enhance institutional performance and implement effective reforms. The project, he said, is a practical translation of leadership directives for political and procedural reform.
Dr. Al-Muhaqqari presented a proposal identifying gaps in agricultural laws, particularly in relation to fraud and its harmful effects on human, plant, and animal health.
The meeting concluded with an agreement to form a joint legal and technical team to oversee implementation of the reform project, develop necessary recommendations to resolve current issues, and prioritize drafting amendments to existing agricultural laws.
