The Ministry of Finance organized on Wednesday an introductory workshop on the manual of policies, foundations, general procedures, calculation, analysis models, and their application in preparing budget proposals for independent , affiliated units and special funds.
The workshop targeted 100 representatives from the Ministry of Finance across 40 independent , affiliated units and special funds, along with several trainees from the ministry.
During the opening session, attended by Deputy Minister of Finance for Regulatory Affairs Mohammed Amer and Assistant Deputy Minister Abdullah Al-Dailami, Deputy Minister for Budget Affairs Fuad Al-Kumim emphasized the workshop's importance in familiarizing participants with the manuals on budget preparation policies, foundations, and procedures.
He noted that the workshop, which is of particular interest to Finance Minister Abduljabbar Ahmed, aims to enhance budget planning and streamline the discussion process. Al-Kumim stressed the need to benefit from the workshop’s program to grasp the detailed foundations and models, which will contribute to smoother and simplified budget preparation.
Meanwhile, Assistant Deputy Minister for Regulatory Affairs Abduljalil Al-Dar, while outlining the workshop’s agenda, highlighted that the participants possess extensive experience , expertise in financial work and budget preparation.
He mentioned that participants would be divided into groups, each representing several government entities, and explained that the manual provided to attendees serves as a comprehensive reference document encompassing all budget preparation rules and requirements.
Additionally, Ali Aydh, Director of Budgets for Independent and Affiliated Units and Special Funds at the ministry, reviewed the manual’s contents, its significance, and the calculation, estimation, and analysis models—both primary and detailed.
