With tireless dedication, persistent effort, and unwavering resolve, the Government of Change and Construction has continued to fulfill its responsibilities by closely monitoring the evolving situation and taking decisive action to ease the suffering of citizens both at home and abroad.

Over the past week, the Government, in coordination with various state agencies, has operated with the unity and intensity of a beehive—working diligently to address urgent needs, implement key priorities, and reinforce its steadfast support for Gaza. This included executing strategic military operations, organizing mobilization efforts, and leading demonstrations in solidarity with the people of the Gaza Strip.

Supporting Gaza

Yemen’s position in support of Gaza remains unwavering. The nation continues to take decisive measures to pressure the Israeli occupation, including the imposition of air and naval blockades. The Yemeni Armed Forces recently announced the enforcement of a maritime blockade on the port of Haifa in the occupied Palestinian territories, building on earlier actions targeting Ben Gurion Airport in Lod and the port of Umm al-Rashrash (Eilat).

The Humanitarian Operations and Coordination Center (HOCC) has issued formal communications to international shipping companies, warning of the heightened risks associated with vessels entering or departing from the port of Haifa. These include the potential for sanctions against shipping fleets that violate the embargo or collaborate with entities that do.

In a continuation of military operations, the Yemeni Armed Forces launched ballistic missiles and drones deep into Israeli territory, including four missiles targeting Lod Airport. The attacks triggered air raid sirens across multiple occupied cities, prompting millions of residents to seek shelter.

Impact and Continued Mobilization

The Yemeni operations have had a significant impact on the Israeli enemy across various levels—most notably on the economic front. Several international airlines have extended their suspension of flights to the occupied Palestinian territories. In addition, maritime traffic through key regional waterways—such as the Red Sea, Bab al-Mandab, the Gulf of Aden, and the Arabian Sea—toward the occupied port of Umm al-Rashrash (Eilat) has been effectively disrupted.

Across the capital, Sana'a, and other governorates, mass marches continued with great momentum. These demonstrations reflect deep faith, human conscience, and unwavering loyalty to the sacrifices of the martyrs and the wounded. They also serve as a heartfelt expression of solidarity with the people of Gaza, who are enduring a brutal campaign of genocide.

To reinforce combat readiness and support the frontlines with fighters, arms, and advanced equipment, general mobilization efforts have continued throughout the week. These activities have included training exercises, tactical maneuvers, and military parades. Armed tribal gatherings have also taken place, showcasing the courage, resilience, and steadfast determination of the Yemeni people—rooted in their faith, dignity, and unwavering trust in God Almighty.

While the Security and Intelligence Service (SIS) plays a vital role in early response to enemy plots and criminal activities targeting the country's national security, Prime Minister Ahmed Al-Rahwi, during his meeting with the SIS's Deputy Chief, Major General Abdul Qader Al-Shami, praised the efforts made by the SIS's leadership and cadres and the security and intelligence successes achieved, including the uncovering of numerous spy networks affiliated with the American, Israeli, and Saudi enemies.

He affirmed the government's support for the SIS to enhance its vital performance in serving security and stability and thwarting enemy plots targeting the internal front and the country's security.

Addressing Social Problems and Serving Security

Within the framework of strengthening the complementary relationship between the government and the Shura Council, particularly with regard to contributing to strengthening the internal front, national resilience in confronting enemies, and consolidating security, stability, and social peace, Prime Ministers Ahmed Al-Rahwi and Mohammed Al-Aidaroos reviewed the field efforts of Shura Council members at the local level, their tangible contributions to addressing social issues, and their impact on serving security and stability.

Commitment to Red Sea Security

The Ministry of Foreign Affairs affirmed Yemen's commitment to the safety and security of the Red Sea, limiting its protection to the coastal states and categorically rejecting its militarization. The Ministry noted that the maritime navigation ban is limited to the Zionist entity only and comes after the international community's failure to lift the blockade imposed on Gaza and halt the ongoing genocide crimes for more than 19 months.

A Message of Steadfastness from Sana'a Airport

In a remarkable achievement that reflects the will of national steadfastness in the face of systematic targeting, civilian flights have resumed at Sana'a International Airport, following the completion of work to restore its technical and operational readiness after being subjected to more than 30 airstrikes launched by the Israeli enemy on May 6.

Flights were operated between Sana'a International Airport and Queen Alia International Airport in Jordan, along with humanitarian flights from the United Nations, a practical indication of the complete technical and operational readiness and the provision of navigation and ground services in accordance with international standards approved by the International Civil Aviation Organization (ICAO).

Yemenia Airlines announced the commencement of the Hajj pilgrimage from Sana'a International Airport to the Holy Land starting Saturday, May 24, 2025, after obtaining official permits from the relevant Saudi authorities.

The airline confirmed the flight schedules for approximately 2,000 pilgrims on the first day, despite the challenges it faces, including operating only one aircraft through Sana'a Airport.

The 35th Anniversary of the Republic of Yemen

As part of Yemen's celebration of the 35th anniversary of the Republic of Yemen on May 22, the Government of Change and Construction organized a speech ceremony to mark this national occasion. The ceremony was attended by Sultan al-Samai, a member of the Supreme Political Council; Prime Minister Ahmed al-Rahawi; the Vice-Presidents of the House of Representatives and the Shura Council; a number of members of the Council of Ministers, members of the House of Representatives, the Shura Council, governors of governorates; undersecretaries of ministries and institutions; and security and military leaders.

In the same context, Prime Minister Ahmed al-Rahawi discussed with the Minister of Culture and Tourism, Dr. Ali al-Yafei, the cultural activities and events that the ministry will organize on the occasion of the National Day, with their national, political, and humanitarian dimensions, in light of the aggression and occupation of part of its territory to which the country is subjected.

The events highlighted the crimes of the Saudi-Emirati occupier in the occupied governorates, regions, and islands, as well as the policy of starvation and the destruction of the daily lives of citizens there.

The need to support the people of the occupied territories through all available means was emphasized, based on national and moral responsibility, which represents the essence of the Quranic journey and the national project led by Sayyed Abdulmalik Badr al-Din al-Houthi.

The need to strengthen cultural activity in confronting the aggression through various creative arts was also emphasized, and to activate the cultural front to confront the enemy's plans that target the faith and cultural identity of Yemeni society and its authentic values was also emphasized.

The Ministry of Culture and Tourism organized a folk arts festival under the slogan "From Sana'a to Gaza" in Tahrir Square to celebrate and celebrate the National Day. The festival, funded by the Heritage and Cultural Development Fund, lasted four days.

Through the festival, the Yemeni people sent a message to the world, to traitors, and to mercenaries that projects and schemes to divide the nation and return it to the pre-May 22, 1990 era will fail in the face of the determination and resolve of honorable people in the various governorates, north, south, east, and west, and their adherence to and defense of their unity as a strategic option that cannot be retreated or compromised.

The Ministry of Culture and Tourism, with support from the Heritage and Cultural Development Fund, also organized a military music parade to celebrate the National Day. The parade began at Bab al-Yemen, passing through al-Zubairi Street and arriving at Tahrir Square in the capital. The bands played pieces from national anthems expressing the greatness of Yemeni unity, concluding with the national anthem.

Monitoring the Situation of Yemenis in Egypt

As part of its responsibility to resolve the problems of citizens at home and abroad, Minister of Foreign Affairs and Expatriates Gamal Amer called on Dr. Badr Abdel Aati, Minister of Foreign Affairs and Immigration of the Arab Republic of Egypt, to engage with the relevant Egyptian authorities to address the problems facing Yemenis in Egypt and find radical solutions, consistent with the special nature of relations between the two brotherly countries.

This came in a letter sent by Amer to his Egyptian counterpart, in which he expressed concern over information about some Yemenis being detained on charges related to dealing in hard currency, despite following official procedures. He also expressed concern over reports of visitors being subjected to fraud and deception.

Providing Needs to Maintain the Continuity of State Agencies

As part of the Government of Change and Construction's efforts to provide urgent needs to maintain the continuous operation of state agencies, Prime Minister Ahmed al-Rahwi, during his meeting with Finance Minister Abdul-Jabbar Ahmed, directed the provision of urgent needs for public hospitals and civil defense, enhancing their vital role within the framework of the special emergency plan in light of the ongoing direct confrontation with the Israeli enemy and its criminal approach to targeting civilian objects.

Prime Minister Ahmed Al-Rahwi discussed with the Minister of Oil and Minerals, Dr. Abdullah al-Amir, and the Minister of Electricity, Energy, and Water, Dr. Ali Saif, aspects of joint work between the two ministries to stabilize electricity and water supply services provided through the relevant public institutional frameworks. They also discussed the joint solutions necessary to mitigate the repercussions of the US-Israeli-British aggression on the electricity and water sectors.

The Health and Environment Office in Taiz governorate distributed medicines and medical supplies to 58 health facilities as part of the Emergency Human Capital Project and the Gavi project, with support from UNICEF. The aim is to improve the provision of health and treatment services and alleviate the suffering of patients unable to afford the cost of medication.

The distribution targeted health facilities in the districts of al-Taezeyah, Mawiah, Sharab al-Rawnah, Sharab al-Salam, Sala, Maqbanah, al-Masrakh, Haifan, Sabir al-Mawadim, al-Selw, Samea, and al-Mawasit.

Service and Infrastructure Projects

Work is currently underway to rehabilitate and restore the ear, nose, and throat (ENT) surgery, male surgery, and obstetrics and gynecology departments at Kuwait University Hospital in the capital, Sana'a. This follows the recent completion of the construction of 16 clinical training halls for medical students, equipped with the latest equipment, with funding from Sana'a University.

Sana'a University President Dr. Mohammed al-Bukhaiti reviewed the progress of the renovation work and the requirements necessary to improve healthcare and nursing services at the hospital. He directed the operation of the new oxygen plant, with a production capacity of 30 cubic meters, in addition to the existing plant to meet all the hospital's needs.

Dr. al-Bukhaiti also directed the preparation of a list of the hospital's essential rehabilitation and renovation needs for the remaining departments, the provision of necessary equipment, and the scheduling of these needs according to available resources.

The Central Emergency Development Interventions Unit of the Ministry of Administration, Local and Rural Development is currently implementing a project to renovate and rehabilitate the Sana'a Capital Appeals Court building and rebuild the wall.

The Minister of Justice and Human Rights, Judge Mujahid Ahmed, directed the Ministry's General Directorate of Projects to quickly coordinate and follow up with the Interventions Unit to build three additional courtrooms in the courtyard to address the urgent needs of the new criminal divisions and to complete the court's infrastructure and equipment.

The local authority in the capital Sana'a is implementing a project to build a second floor for the Higher Academy for the Holy Quran and its Sciences, Girls' Branch, in Shu'ub district, and to renovate and equip the hall destroyed by the aggression, at a cost of 110 million riyals.

It is also implementing a project to complete the construction of the Martyr Yahya Al-Sinwar School in al-Thawra district, at a cost of 182 million riyals. This project includes the construction of 22 classrooms with facilities, and is 50 percent complete, as part of the development of the education sector's infrastructure.

The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, and the Mayor of the capital Sana'a, Dr. Hamoud Ubad, discussed the priorities for the next phase of development projects in the agricultural, fisheries, and water sectors. These include providing agricultural machinery and equipment to contribute to the establishment of water wells that enhance the water basin's feeding; the Liquid Well Project, which aims to support rainwater harvesting efforts; completing the supply chain requirements for the fishery product sales point project; establishing cold storage facilities to preserve agricultural products; a billboard project to promote the importance of local products; and a permanent exhibition to market agricultural products.

As part of efforts and projects to improve services, a project is currently underway to restore, maintain, and pave a number of streets in the Al Wahda District of the Capital Secretariat. The project, funded by the local authority, is valued at 72 million riyals. This includes a concrete surface bridge and stone paving for dilapidated and damaged sections of Yaffa Street, which branches off into Baghdad Street, as well as maintenance and asphalt repairs to potholes on Amman Street, from its intersection with al-Zubairi to al-Sitteen Street.

In Ibb governorate, a project is underway to rehabilitate and repave the main road in the center of the Far' Al Udayn District, with a length of 1.1 kilometers and a width of seven meters. The project, funded by local authorities, is 50 percent complete.

The project is a major artery connecting several districts and had been suffering from severe deterioration of the asphalt layer.

To enhance water coverage and improve safe access in rural areas, a project to rehabilitate and operate two water wells in al-Jarahi district was launched in Hodeida governorate. The project was supervised by the Local Water and Sanitation Corporation and funded by the International Committee of the Red Cross (ICRC). The project, valued at 180 million riyals, included the construction and erection of a 50-cubic-meter reinforced tower tank, the supply of a solar energy system for al-Khalfa and al-Zawqar wells, along with all accessories. It also included the supply of two 60-kilowatt generators, two pumps with accessories, and two 7.5-kilowatt stations.

The project also included the supply of 160-millimeter pipes, 2,090 meters long, and 110-millimeter pipes, 500 meters long. It also included the construction of fences for the two well sites, and the construction of operating rooms for the wellheads, as well as rooms for washing and air valves.

Emergency Measures for Hodeida Electricity

As part of efforts to alleviate the suffering of citizens in Hodeida Governorate, a meeting in Hodeida governorate discussed emergency measures to address the electricity situation and cover the existing deficit in energy production resulting from the Israeli enemy's targeting of power plants.

It was decided to begin implementing a plan to cover the deficit, operate backup generators, and strengthen grid connections, as the first stage of emergency response to ensure electricity supply to residential neighborhoods.

Work is proceeding at a rapid pace and in continuous coordination with the Electricity Corporation to address all existing issues and challenges with the aim of mitigating power outages, as the corporation faces unprecedented pressure on the public grid due to the generation deficit.

Field emergency teams continue their work around the clock to repair damage, monitor load distribution, and redistribute power to mitigate the impact on citizens.

Hodeida Support and Development Fund confirmed its readiness to contribute to urgent solutions and to finance some operation and maintenance projects, within available resources, to address the crisis.

Community Initiatives

The Government of Change and Construction's program includes support and encouragement of community initiatives across various sectors. Currently, a community initiative is being implemented in Hodieda governorate to build a health unit in al-Jamisha area, Kilo 16, in al-Durayhimi District, as part of efforts to enhance health services in rural areas. Three health units are also planned for the villages of al Za'fran and al-Mashaqna, and a water supply project is planned for the village of Deir Hassan to the village of al-Marawea'ah, with funding and contributions from the local population.

Vocational and Technical Examinations

In another message of steadfastness sent by the Yemeni people, thwarting the aggression's plans to disrupt the educational and training process, the final theoretical ministerial examinations for students of technical and vocational institutes in the capital and governorates for the 1446 AH academic year were launched. The final theoretical examinations were conducted for 5,245 students from 65 public and private institutes distributed across 23 examination centers, including 1,557 female students.

The exams cover 70 specializations in the medical, engineering, industrial, technical, professional, agricultural, and commercial fields, with a total of 279 theoretical subjects. They are conducted at three levels: technical diploma, vocational secondary school, and vocational diploma.

Monitoring the Conditions and Needs of the governorates

Based on the Government of Change and Construction's responsibility for the situation in the occupied governorates, Prime Minister Ahmed al-Rahwi, during his meeting with Hadhramaut Governor Luqman Baras, was briefed on the situation in the governorate and its recent developments. He also reviewed the instability it and its people are experiencing in various aspects, resulting from the power struggle between the Saudi and Emirati occupiers and their agents and mercenaries to control the governorate and its resources.

Al-Rahawi emphasized that Sana'a, under the leadership of Sayyed Abdulmalik Badr al-Din al-Houthi, will not delay in providing the necessary assistance to the free people in confronting the occupier, its projects, and its ambitions, leading to the liberation of Yemeni territory.

Deputy Minister of Administration and Local and Rural Development Nasser al-Mahdhar discussed with Socotra Governor Hashem al-Socotri the situation in the governorate, the practices and violations being perpetrated by the occupation forces to tamper with its natural and tourist resources, and the occupation forces' attempts to obliterate the identity of the occupied governorates, particularly Socotra, as well as their barbaric actions against its people.

They discussed the possibility of providing free university seats for the governorate's residents, given the difficult conditions they are experiencing due to the aggression and blockade.

The Deputy Minister of Administration and Local and Rural Development also discussed with the Secretary-General of the Raymah Governorate Local Council, Hassan Al-Amri, the governorate's needs for development and service projects. These projects will contribute to advancing local and rural development and improving the level of services.

Furthermore, Acting Governor of Taiz Ahmed al-Masawi discussed with the United Nations Resident Coordinator in Yemen and Humanitarian Coordinator, Julien Harneis, the water and sanitation projects Taiz needs and other humanitarian needs to meet population growth and keep pace with urban expansion.

The Minister of Health and Environment, Dr. Ali Shaiban, his deputy, Dr. Nasher Al-Qoud, and the Acting Governor of Taiz, Ahmed Al-Masawi, reviewed the progress of rehabilitation, maintenance, and equipping of Taiz General Hospital in al-Taezeyah district, as part of ongoing efforts to improve health infrastructure and services.

As part of the government's commitment to providing health services to citizens, particularly in rural areas, the Minister of Health and Environment, Dr. Ali Shaiban, and the Acting Governor of Dhale', Abdullatif al-Shagdari, inspected the equipment and services at the Maternity and Childhood Hospital in Damt district, al-Qurain al-Fahd Health Center in Qataba district, and the Maternity and Childhood Center and Health Center in al-Husha district.

Caring for the Families of Martyrs and Missing Persons

As part of the government's program to implement care programs for the families of martyrs, prisoners, and missing persons, the General Authority for the Care of the Families of Martyrs and Missing Persons in Jawf governorate launched economic empowerment projects worth 75 million riyals. These projects target 92 families of martyrs in the districts of Bart al-Anan, al-Marashi, al-Mutun, al Zaher, Rajuza, and al Maslub. Similar projects will be implemented in the coming period in the remaining districts of the governorate.

These projects include livestock, the provision of fodder and fattening, sewing machines, grocery stores, household appliances, clothing, and cosmetics stores, agricultural pesticides, solar energy systems, and plowing.

Telecommunications Services

The Government of Change and Construction's program includes maintaining the continuity of telecommunications services, diversifying and developing them, and raising the level of efficiency of their performance. In a statement marking World Telecommunication and Information Technology Day, the Ministry of Communications and Information Technology emphasized the pursuit of improving fixed and mobile internet services, deploying 4G and broadband networks, and adopting cloud computing technologies. This will contribute to the localization of technology and its expansion, enabling Yemeni society to benefit from it and access various services through digital platforms and smart applications, and promoting digital equality.

It also called for pressure on the aggressor countries to allow the installation of SMW-5 and Africa-1 submarine cable branches and landing stations in Hodeida governorate, owned by Yemen Telecom, and to ensure their operation. It also called for compelling the aggressor coalition to neutralize telecommunications services and civilian facilities, ensure the protection of personnel, and counter attempts to fragment and destroy telecommunications institutions, companies, services, and professionalism.

Prime Minister Ahmed Al-Rahwi discussed with the Minister of Communications and Information Technology, Eng. Mohammed al-Mahdi, the overall progress of the Ministry's plan and its affiliated entities for the year 1446 AH, and efforts to enhance and develop the overall performance of this service sector.

Work continues on implementing development projects and introducing modern technologies and mechanisms to various aspects of work and services provided by the Ministry and its affiliated units to individuals and entities.

Protecting Sanitation Workers

Recognizing its importance and keenness to ensure the safety of sanitation workers and improve the work environment for sanitation and environmental sector personnel, the Sanitation Fund and Project in the Capital Municipality distributed health kits to 875 workers and drivers as a first phase, provided by UNICEF.

A three-day training course in occupational health and safety was also held. The course, organized by the Sanitation and Improvement Fund in the Capital Municipality in cooperation with al-Razi University, targeted 160 sanitation workers and supervisors. The course provided them with knowledge and principles of occupational safety in the workplace, risks, and preventive measures to ensure health and safety.

Exemption of Small and Micro Enterprise Fees

In a qualitative shift to support entrepreneurship and strengthen the local economy, the Prime Minister issued a decision exempting small and micro enterprises from government fees and facilitating registration procedures and granting them the necessary licenses and approvals.

The decision reflects the political leadership's interest in expanding the base of economic participation and providing a stimulating environment for entrepreneurs and startup owners. It is a fundamental pillar for activating comprehensive growth, reducing unemployment, and empowering youth economically.

Supporting and Marketing Local Products

The Ministry of Economy, Industry, and Investment and the Yemeni Consumer Protection Association, in partnership with the General Federation of Chambers of Commerce and Industry, are implementing a national initiative to support local products under the slogan "My Identity is Yemeni, My Product is National." The initiative aims to protect and promote local products and enhance competition among companies to increase their investments, contributing to raising self-sufficiency, improving food security indicators, and employing workers.

A meeting in Hodeida governorate discussed mechanisms for developing and improving the marketing of agricultural products in Tihama region, ensuring increased economic returns for farmers and reducing waste, especially fruit and vegetable crops, particularly mangoes.

Possible solutions to absorb the surplus were also discussed, most notably the establishment of a mango juice factory and the expansion of the Bajel factory and increasing its production capacity.

Restoration of 80 Buildings in the Historic City of Zabid

The Social Fund for Development intends to implement a project to restore 80 buildings in the historic city of Zabid in the coming period, funded by the Alef International Organization. The fund is seeking funding to rehabilitate, restore, and maintain archaeological and historical landmarks, buildings, and homes in a number of historic cities, according to the head of the Fund's Cultural Heritage Unit, Engineer Nabil al-Maqaleh.

Construction of a Dam in Amran

The Ministry of Electricity, Energy, and Water is currently completing the required studies, technical and geological standards, and economic and social feasibility studies for the construction of the Wadi Akhraf Dam in Habur Dhulaymah district of Amran governorate. The dam will serve the agricultural sector and contribute to local development.

Establishment of a Tax Department

To enhance efficiency and speed up the resolution of tax-related disputes, the Supreme Judicial Council approved this week the establishment of a Tax Department within the Supreme Court. This department will be responsible for reviewing appeals against judgments issued in tax-related cases, as well as for examining zakat and insurance cases submitted to the Supreme Court.

The Judicial Council continued to discuss draft amendments to certain articles of the Penal Code and the Code of Civil Procedure and Enforcement, contributing to the realization of fair trial principles and prompt justice.

The Council approved the filing of disciplinary cases against six members of the judiciary and their referral to the Accountability Council in accordance with the law.

Summer Activities

The Supreme Committee for Summer Courses and Activities, along with the subcommittees in the governorates, continued the summer course activities and events in the capital, Sana'a, and the governorates and districts. The fourth summer festival for talented and creative students in summer schools in the capital and governorates was launched. The festival featured competitions in the fields of Quran recitation, methodology, chanting, poetry, theater, drawing and sculpture, recitation and public speaking, and folklore.

The competitive summer festival is an important step that reflects the state leadership's commitment to summer schools, which work to develop the capabilities, skills, and talents of competing students in various fields.

Activating the Emergency and Disaster Operations Room

The International Cooperation Sector at the Ministry of Foreign Affairs launched the activation of the Emergency and Disaster Operations Room during a meeting with the United Nations, following the signing of a Terms of Reference agreement. The agreement is expected to address the growing humanitarian need in the country.

The agreement includes strengthening coordination and unifying efforts between relevant authorities and international humanitarian organizations to ensure rapid response to emergencies.

The Ministry of Foreign Affairs called for the development of an integrated action plan to address the challenges resulting from the targeting of infrastructure and civilian facilities, in addition to disasters resulting from climate change, which have exacerbated the difficult humanitarian situation.

In the same context, a meeting chaired by First Deputy Prime Minister Allama Mohammed Miftah discussed the mechanism for developing the Civil Defense Authority, enhancing its ability to perform its vital humanitarian tasks with high efficiency and professionalism.

The meeting reviewed the difficulties facing the Authority and ways to overcome them through providing support. It also highlighted the importance of the Civil Defense's role in saving lives and protecting public and private property from natural disasters and fires, especially in light of the Israeli aggression against our country.

The Authority, in coordination with relevant authorities, prepared comprehensive emergency plans that contributed to enhancing disaster preparedness.

Looted Antiquities

The General Authority for Antiquities and Museums has published a new list of looted Yemeni antiquities, the fifth such list issued by its Tracking and Monitoring Team for Smuggled Antiquities.

The list includes several artifacts, including heads and statues of humans and animals, inscriptions, gold, vessels, and other rare items currently on display at international auctions and auction promotion platforms.

To raise awareness of the importance of museums as a living memory of peoples, the Ministry of Culture and Tourism and the General Authority for Antiquities and Museums commemorated International Museum Day with a public speaking event, supported by the Heritage and Cultural Development Fund.

In light of the theft and looting of Yemeni antiquities, the Ministry is working to ensure that all Yemeni antiquities are displayed in national museums so that everyone can learn about Yemeni history, civilization, and culture, which is unmatched by any civilization in the world.

Over the past three years, the Authority has opened several museums, held exhibitions and activities related to antiquities and museums, and established a library at the National Museum containing 3,000 titles of valuable books and old magazines not available online. These titles will be accessible to researchers and university students.

Consolidating Security and Stability

A meeting between the Deputy Ministers of Administration and Local and Rural Development, Nasser al-Mihdhar, and the Minister of Interior, Major General Abdul Majeed al-Murtada, discussed aspects of cooperation and coordination between security agencies and local authorities to consolidate security and stability in the governorates and districts. They also discussed measures to accommodate residents of the occupied governorates in the Police College.

Updating the Legislative System for the Economic Sector

The Ministry of Economy, Industry, and Investment has completed projects to update the legislative system for the economic sector in light of emerging changes and developments. These projects include laws on companies, legal accounting, consumer protection, and commercial relations and agencies.

The Ministry is holding discussions with relevant authorities and private sector representatives in the General Federation of Chambers of Commerce and Industry regarding these updates, which are an urgent necessity to keep the laws in line with the financial reality and in accordance with Investment Law No. (3) of 1446 AH/2025 AD.

Destruction of Violating Goods and Commodities

The Yemeni Organization for Standardization, Metrology, and Quality Control destroyed a quantity of goods and commodities in the governorates of Hodeidah and Sa'dah, and Afar in Hajjah Governorate, due to their violation of legislation and approved standard specifications. This was done in cooperation with the Customs Authority, security agencies, and relevant authorities, in accordance with the law, with the aim of protecting the health and safety of consumers.

Electronic Systems

To strengthen the financial and administrative infrastructure and achieve the principles of transparency and good governance in the management of public revenues, the Cleanliness and Improvement Fund in Al Mahwit Governorate, in cooperation with the Executive Unit for Information and Systems at the Ministry of Finance, launched the implementation of a comprehensive unified accounting system and an electronic revenue collection system. The system aims to improve financial performance and facilitate collection and supervision processes in institutions.

In implementation of the financial and administrative reform plan and keeping pace with technical updates that serve public sector employees and guarantee their employment rights, committees from the Ministries of Justice and Human Rights and Civil Service and Administrative Development completed the fingerprint and biometric photo procedures for Ministry of Justice and Court employees, issued unified job numbers to new employees, and corrected payroll records.

Within two weeks, the committee granted job numbers to 559 employees who had not previously implemented fingerprint and photo procedures.

Capacity Building

Regarding building and developing the skills and capabilities of leaders and cadres of state agencies and institutions to enhance performance efficiency, the Ministry of Civil Service and Administrative Development began implementing a training program for its employees on the International Computer Driving License (ICDL), funded by the Skills Development Fund.

The 25-day program aims to equip 40 trainees with technical knowledge and skills in computer basics, presentations, spreadsheets, databases, and basic internet usage.

As part of the 2025 training plan to enhance participants' capabilities on the concept and classification of additives in food products, their areas of use, benefits, potential risks, and methods for detecting and estimating additives, a five-day training program on additives in food products was held. The program was organized by the Training Center of the Yemeni Organization for Standardization, Metrology, and Quality Control, with the participation of 25 trainees from specialists working for the organization and private food industry companies.

As part of the Government of Change and Construction's efforts to empower women to contribute effectively to the process of construction and development, achieve self-sufficiency, and activate productive family and economic empowerment programs, a five-day training course in confectionery was held in Sana'a. The course was organized by the Women's Center for the Development of Crafts and Handicrafts under the slogan "From Sana'a to Gaza." The five-day course, funded by the Heritage and Cultural Development Fund, involved 40 women, aiming to empower them economically, improve their standard of living, and achieve self-sufficiency with competitive quality.

A specialized training course in the basics of customs inspection has begun, as part of the program to develop institutional performance and enhance the technical capabilities of field personnel. The 25-day course aims to provide 30 trainees from various customs ports and centers with advanced skills and knowledge in the field of inspection and proper description of goods, contributing to increased performance efficiency and improved field work mechanisms.

Inspection procedures are based on approved laws, regulations, and references and aim to determine the true value and accurate tariff item of goods, contributing to the production of accurate statistics upon which the country's economic policies are based.

The local authority in the Capital Sana'a and Bunyan Development Foundation organized a seven-day training course in development work for the Knights of Development in al-Thawra district as part of the Volunteer Support Program. The course, supported by the Agricultural and Fisheries Projects and Initiatives Financing Unit, introduced 31 trainees to the basics of volunteer work, development, development resources, community initiatives, and urban development.

A development association is planned to be established in al-Thawra district after the completion of the training of 61 Knights of Development at the neighborhood level, to initiate a developmental leap in the district.

Two thousand and forty-eight male and female pioneers will be selected across the capital's directorates, helping transform society from a consumer to a productive one.

As part of the program to correct policies and work methods, protect and regulate water and natural resources, in response to the directives of the Leader of the Revolution, and in implementation of the directives of the President of the Supreme Political Council and the program of the Government of Change and Construction, a workshop in Sana'a discussed the mechanism for completing the foundations for water resource management and development.

The workshop was organized by the General Authority for Water Resources and Facilities, under the supervision of the Ministry of Agriculture, Fisheries, and Water Resources, with the participation of 36 academics, researchers, specialists, and experts in the field of water resource management and development.

The workshop focused on a draft foundation for water resource development, which will contribute to preserving the most important components and divine blessings.

The working papers addressed topics related to water resource management and development, most notably rainwater and floodwater harvesting, water conflict management, and watershed management. Participants engaged in active discussions and debates.

A training course for court clerks and enforcement assistants in the Sana'a Governorate and Sana'a Governorate courts concluded in Sana'a. The course was organized by the Ministry of Justice and Human Rights as part of the judicial reform plan to improve performance, ensure effective justice, enhance the capabilities of judicial sector workers, and ensure the application of best practices in the enforcement of judgments in accordance with legal standards.

The five-day course, attended by 30 participants, included theoretical lectures and practical applications on the mechanisms for enforcing judgments and ways to address the obstacles facing those working in this field. This will contribute to enhancing citizens' confidence in the judicial system.

The General Administration for Development Research and Training in the Sana'a Governorate concluded a six-day training course on the study and design of drinking water projects. This course targeted 25 engineers from the Public Works, Projects, and Community Initiatives Sector in the directorates.

The course provided them with the knowledge and skills necessary to use the latest specialized programs and applications in the design of drinking water networks and projects. This will contribute to raising performance efficiency and improving services in this vital service sector, and enhancing the quality of planning and implementation of service and development projects related to citizens' lives.

The College of Medical Administration at September 21 University for Applied Medical Sciences organized the first scientific conference on medical administration under the theme "Towards Effective Medical Administration for Sustainable, High-Quality Medical Services." This conference stems from the university's strategic vision and national responsibility to support the health sector through sound medical administration that keeps pace with challenges and draws inspiration from global best practices.

The two-day conference discussed 71 scientific papers and research on governance, modern management of health organizations, quality management and qualitative improvement, management and accreditation of health institutions and facilities, innovation in medical administration, health financing and insurance, human resource development in the health sector, and the role of digital transformation and technology in improving management and quality in the healthcare sector and ensuring the sustainability of its services.

A 12-day training course for directors and coordinators of 51 model directorates concluded at the Ministry of Administration and Local and Rural Development.

This course complemented the work of the "First Conference on Development and Popular Participation" and aimed to prepare the integrated participatory local development plan for the year 1447 AH.

A workshop was held in Sana'a on how to counter rumors and expose the crimes of enemies. The workshop, organized by the National Women's Committee, brought together 20 female journalists from media institutions and the National Committee.

The workshop covered several topics related to media deception, its methods, and tools, as well as ways to counter rumors and confront the American-Zionist media machine and its tools. It also addressed the deception it spreads to public opinion as part of its war on Yemen, aiming to dissuade the Yemeni people from their support for Gaza.

Enhancing Traffic Safety and Eliminating Illegal Activities

To enhance traffic safety and coordinate efforts to reduce congestion and eliminate illegal activities, a meeting held in the capital's secretariat approved the implementation of several awareness-raising and advisory activities, followed by a joint field campaign to regulate informal markets that obstruct traffic and oblige commercial establishment owners to provide parking spaces and organize parking.

The attendees emphasized the need to regulate bus routes, clear main streets of street vendors, and create appropriate spaces for them.

Developing Agricultural Extension

The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, discussed with the Agricultural Extension and Training Department staff ways to develop and enhance the role of agricultural extension and improve the extension message. This will contribute to developing production and marketing practices and processes, as well as indicators for reducing costs, improving quality, reducing waste, increasing economic returns, and raising farmers' awareness of the importance of applying sound practices.

Demand for an International Investigation into the Targeting of Fishermen

The Ministry of Agriculture, Fisheries, and Water Resources called for an urgent international investigation and a clear condemnation by the United Nations and human rights and humanitarian organizations of the crime committed by the Eritrean Navy against Yemeni fishermen in territorial waters. This crime resulted in the deaths of two fishermen and the serious injury of a third. The fishermen were then taken to Eritrean waters, detained for hours, and their property and fishing equipment were looted.

The Ministry called for urgent action to protect Yemeni fishermen from these grave violations, which contravene all international norms and conventions.

Without tiring or faltering, Yemen's leadership, government, and people continue to work tirelessly to overcome challenges and move steadily toward building a modern Yemeni state, in parallel with support operations in Gaza and mobilization activities to confront the escalating aggression against the Yemeni and Palestinian people.
