The Council of Ministers, chaired by Prime Minister Ahmed al-Rahawi, approved on Wednesday the Change and Construction Government’s plan to celebrate the Prophet Muhammad’s (PBUH) birthday for the year 1447 AH.
The plan assigns tasks to various central and local public service units to organize religious, cultural, and celebratory activities leading up to the 12th of Rabi’ al-Awwal. The Council stressed the importance of marking this event as an annual faith renewal that strengthens the Yemeni people’s identity and close bond with the Prophet and his teachings.
The government urged all leaders and citizens in the capital and provinces to actively participate, directing ministries to form mobilization committees to support the central celebration on the 12th of Rabi’ al-Awwal. The Prime Minister’s office was tasked with preparing a detailed schedule to ensure orderly and timely execution of events across ministries and agencies.
The plan includes social welfare activities such as charity work, cleanliness campaigns, care for martyrs’ families, the wounded, the needy, and displaced persons, as well as visits to orphanages and impoverished families. It emphasizes strengthening the connection with the Prophet’s legacy, highlighting his spiritual and jihadist path against oppressors as the true way to safeguard the nation’s dignity and faith.
The Council called for countering cultural trends aiming to separate the Muslim community from the Prophet and the Quran, while encouraging media coverage that reflects the significance of the occasion in Yemeni society.
The meeting also praised the Agriculture, Fisheries, and Water Resources Ministry’s initiative to plant trees in schools and public spaces to raise environmental awareness as part of the celebrations.
Congratulatory messages were extended to leader Abdulmalik Al-Houthi, Supreme Political Council President Mahdi Al-Mashat, and the Arab and Islamic nations, praying for blessings and victory over Israeli, American, and Western enemies.
In addition, the Council approved draft regulatory bylaws for the Ministries of Education and Scientific Research, Agriculture and Fisheries, Transport and Public Works, and Foreign Affairs and Expatriates, as part of ongoing institutional reform and restructuring efforts. The ministers were directed to complete the legal procedures to enact these bylaws.
The approved regulations aim to enhance institutional performance and efficiency by clearly defining roles, responsibilities, and organizational structures in line with presidential decrees.
Prime Minister al-Rahawi thanked the Higher Committee and sectoral committees involved in drafting the bylaws, calling the achievement a significant milestone towards completing reforms across other ministries. He urged continued efforts for timely completion of remaining tasks.
The Council also heard from the Minister of Civil Service and Administrative Development, Dr. Khaled al-Hawali, on the methodological steps taken to prepare the bylaws, including comprehensive studies of laws, organizational needs, and consultations with ministry leadership.
Furthermore, Deputy Prime Minister for Defense and Security, Major General Jalal al-Ruwaishan, briefed the Council on developments in the ongoing confrontation with American, Israeli, and British enemies, highlighting their failed attempts to undermine Yemen’s support for Gaza amid the ongoing siege and aggression.
The Council reaffirmed Yemen’s steadfast official and popular support for Gaza’s besieged people, emphasizing resilience against enemy conspiracies aimed at destabilizing internal security and weakening national unity.
The government reiterated its commitment to continue confronting plots designed to divide the nation and to maintain the strength and cohesion of the resistance amid aggression and blockade.
