Hodeidah - Saba:
The Binyan Development Foundation yesterday launched the second phase of the Community Initiatives Support Project to rehabilitate houses damaged by floods in four districts, as part of the Disaster and Flood Damage Recovery Program.

The project involves the complete construction of 195 houses for affected families in the districts of Al-Durayhimi, Zabid, Al-Zaydiyah, and Al-Luhayah. It is being implemented in partnership with the local authority, cooperative societies in the targeted districts, and the local community, under the supervision of the Supreme Committee for Emergency and Disaster Response to flood damages.

During the launch ceremony in Al-Durayhimi District, the First Deputy Prime Minister, Scholar Mohammed Muftah, emphasized that the project reflects the state’s approach to linking relief efforts with development, showcasing the practical integration of official and community efforts to rebuild flood-damaged homes in the targeted districts. He noted that this approach represents a strategic path toward sustainable development based on active community participation and government support.

Muftah explained that the Community Initiatives Support Project is part of the direct and generous patronage of the Revolution Leader, Sayyed Abdulmalik Badr al-Din al-Houthi, and aligns with the directives of the government of change and construction in activating local initiatives and embedding the principles of support and development based on actual needs and hardships. He highlighted the Supreme Committee for Emergency and Flood Damage Response’s supervisory role in guiding these projects to achieve the highest levels of impact and sustainability.

Muftah added that these projects, which rely on effective collaboration between state institutions and the community, directly contribute to mitigating the effects of disasters and flood damage while strengthening the resilience of local communities against environmental risks.

He noted that the first phase of the project involved emergency interventions during the flood crisis, including the construction of 300 temporary shelter tents and the rehabilitation of 238 partially damaged homes through the local authority, represented by the Community Initiatives Department and cooperative societies. This paved the way for the second phase, which focuses on sustainability and includes building complete homes for the most affected families.

Muftah praised the pivotal role of the local authority in Al Hodeidah, the Binyan Development Foundation, and the cooperative societies, as well as all contributors to the success of these initiatives. He affirmed that this model of integration between official and community entities represents a true pillar for achieving sustainable development and addressing challenges with a collective and responsible spirit.

For his part, Deputy Prime Minister and Minister of Local Administration and Rural Development Mohammed Al-Madani stressed that the project embodies the philosophy of local development based on self-empowerment and enhancing community initiatives. He pointed out the government’s eagerness to replicate such successful experiences across various provinces to strengthen communities’ ability to manage their affairs and effectively address crises.

Al-Madani explained that the Ministry of Local Administration and Rural Development prioritizes programs that represent an advanced model in disaster response, including flood and rain damage, by providing permanent solutions that go beyond temporary relief and contribute to establishing more resilient and stable community and developmental infrastructure.

He noted that harnessing the energies of the local community enhances project efficiency and sustainability, considering the community an active partner in planning and implementation. He commended the role of cooperative societies in the targeted districts, which helps build a self-sufficient local model for crisis management and emergency response.

Al-Madani praised the integration of official and community efforts in Al Hodeidah Governorate, applauding the role of the province’s leadership and the Binyan Development Foundation in turning challenges into opportunities for community building and development through qualitative initiatives that address real needs and enhance societal resilience.

In turn, Al Hodeidah Governor Abdullah Atifi expressed his gratitude to all parties that contributed to the success of the first phase, particularly the Community Initiatives Department, cooperative societies, and the local community. He commended the progress in the second phase, implemented by the Binyan Development Foundation in partnership with the local authority and cooperative societies in the targeted districts, adhering to specified technical and social standards to meet the aspirations , needs of affected families , ensure their stability and dignified housing.

Atifi stated that the project reflects a practical approach toward supporting community initiatives and achieving sustainable development rooted in actual needs. He added that Al Hodeidah is a pioneering model in activating community participation and translating effective collaboration between the local authority , development institutions into tangible projects that serve citizens and respond to their circumstances.

He affirmed that the local authority will continue supporting all initiatives that benefit citizens, especially in affected areas requiring urgent rehabilitation, prioritizing projects that meet residents' needs , enhance their resilience and stability.

Meanwhile, Engineer Ali Maher, Head of Field Coordination at the Binyan Development Foundation, explained that the implementation of the second phase resulted from effective coordination between the foundation, the local authority, cooperative societies, and the supervision of the Supreme Emergency Committee, building on previous efforts to sustainably address flood impacts.

He noted that alongside the reconstruction project, a village and housing protection initiative was implemented to safeguard areas at future risk of flooding, in collaboration with various entities, funds, and cooperative societies under the supervision of the local authority.

Maher pointed out that field teams have begun construction work in the targeted districts with active participation from cooperative societies and the local community. He emphasized the foundation’s commitment to involving the community in all project phases to ensure maximum impact, sustainability, and solidarity in disaster response.

Muftah, Al-Madani, and Atifi toured several project sites in Al-Durayhimi, inspecting ongoing construction and receiving briefings from field teams on implementation mechanisms and the local community’s engagement since the project’s inception.
