Sana'a - Saba:

The Ministry of Civil Service and Administrative Development has completed the preparation and issuance of salary lists for December 2024 for all employees of public service units.

The ministry confirmed in a statement received by the Yemeni News Agency (Saba) that it has today submitted to the Ministry of Finance the summaries and detailed lists necessary to complete the salary disbursement according to the standards and disbursement lists specified in the law of the exceptional mechanism to support the salary bill of state employees, and has informed the Central Bank of Yemen, CAC Bank, and the Postal Authority of the detailed disbursement lists.

The ministry clarified that the disbursement process will include all employees of the state administrative apparatus in areas under the control of the Supreme Political Council, including those who have previously proven their presence but are not currently performing tasks due to the circumstances of aggression, siege, and salary interruptions over the past years.

The ministry praised the resilience and patience of the members of the state administrative apparatus and their pivotal role in the continued performance of public service units, fulfilling their role in providing services to citizens during the period of aggression, siege, and salary interruptions.

It was reported that the disbursement process will be accompanied by comprehensive reforms to clean the salary list from duplicates and those who have definitively ceased work, as well as addressing functional and financial discrepancies in the central database. Additionally, a grievance mechanism will be opened to address any cases omitted from the salary list due to the application of the new mechanism in the disbursement process, according to the categories specified in the law of the exceptional mechanism.

Regarding the mechanism for monitoring and evaluating attendance, performance, and job discipline, the ministry indicated that it is in the process of preparing a comprehensive mechanism that considers the conditions of employees who are not currently performing tasks by enabling them to prove their presence through facilitated methods and via the unified electronic window linked to all central and local public service units.

The ministry pointed out in its statement that the implementation of the law of the temporary exceptional mechanism and the commencement of the disbursement process from December 2024 will not result in the forfeiture of salaries and legal entitlements for employees in public service units for the period that has not been disbursed to them before or after the issuance of this law.

The Ministry of Civil Service and Administrative Development confirmed that the coalition of aggression and the American, Saudi, and Emirati blockade are obligated to pay the salaries of employees in all public service units, as well as all other entitlements resulting from their aggression, and to transfer the functions of the Central Bank in Sana'a to its branch in Aden Governorate, while shirking their commitments to pay the salaries of all employees of public service units in the Republic of Yemen on time.
