Sana'a - Saba:

The Supreme Integration Committee, chaired by Prime Minister and Committee Chairman Ahmed al-Rahawi, approved on Monday the draft regulatory bylaws for the Ministries of Transport and Public Works, Foreign Affairs and Expatriates, Agriculture, Fisheries and Water Resources, and Education and Scientific Research.

The committee also approved the executive program for implementing the subsequent procedures related to the organizational and functional integration, structural alignment, and unification of service manuals into a single center.

The program includes transferring databases, assets, and technical equipment to the merged units, as well as transferring accounts, financial obligations, documents, files, agreements, and state cases to ensure their preservation and follow-up.

The Supreme Committee tasked the sectoral technical committees to begin implementing these procedures immediately upon the Cabinet’s approval of the draft bylaws for the merged units.

The committee emphasized the importance of safeguarding employees’ acquired rights and preventing any loss of personnel, assets, or documents.

Prime Minister Al-Rahawi praised the efforts of the Supreme Committee members and sectoral committees over recent months leading to the approval of these bylaws, reaffirming their significance in achieving institutional stability for the merged units.

The committee also heard a detailed briefing from Minister of Civil Service and Administrative Development and Deputy Chairman Dr. Khalid al-Hawali on the preparation stages of organizational structures and bylaws, from analyzing the current situation to drafting organizational charts, discussing them with concerned ministries, and detailing tasks and responsibilities of various sectors and departments.

He explained that this process included preparing tasks for standard technical support departments, final technical reviews, and presenting the outcomes to the Supreme Committee before submission to the Cabinet for ratification.
