Prime Minister Ahmed Obaid Al-Rahwi emphasized the direct responsibility of district directors in mobilizing local communities and their vital initiatives across various aspects of production, development, and construction.
During his meeting today with the directors participating in the workshop organized by the Ministry of Administration and Local and Rural Development—focused on research, participation, and the executive mechanism for preparing the 1447 AH plans and value chains—Al-Rahwi stressed the importance of involving local communities in planning processes. This ensures their active role in development and construction, making them key contributors to vital sectors that support social and economic progress.
He highlighted the need to decentralize local administration and development efforts, moving further toward grassroots levels and their institutional frameworks.
Al-Rahwi congratulated all attendees and the Yemeni people at large, along with their leadership, on the failure of the American aggression and its forced cessation of hostilities against Yemen in exchange for halting operations against its forces. He affirmed that the will of God, followed by the decisive leadership of Yemen, compelled the enemy to stop its aggression after facing strong resistance that inflicted heavy losses on its aircraft carriers, warships, and supply vessels.
He further asserted that the Yemeni people and their armed forces remain fully prepared to confront any renewed American aggression with even greater resolve.
The Prime Minister extended congratulations to the leadership and people of Yemen on the approaching 35th anniversary of the establishment of the Yemeni Republic and the reunification of Yemen on May 22, which ended an era of division and conflict among its people. He emphasized that Yemen is inherently united and that past fragmentation efforts were driven by British colonialism.
Al-Rahwi called for reinforcing a culture of unity, urging all Yemenis to recognize that stability, development, and prosperity can only be achieved through solidarity and preserving their unity. He warned against separatist agendas and divisive schemes that serve only Yemen’s enemies.
Addressing the directors, he stated, "Local development work largely depends on your presence, daily efforts, and continuous engagement with the people. You are closest to understanding their issues and addressing them within your mandates."
He added, "As local officials and development leaders, you must strengthen community ties, understand your districts' productive , industrial potential, master development and business management."
Al-Rahwi noted that the experience of the Deputy Prime Minister and Minister of Administration and Local and Rural Development in local development and community initiatives supports local authorities in value chains, production, and rural development.
He urged directors to focus on legally due resource development to aid their tasks in advancing development and community initiatives. He also underscored the national responsibility of social figures in contributing to development in their areas.
Al-Rahwi encouraged adherence to hierarchical structures in local and central relations, vital for administrative and field success. He stressed continuous performance evaluations for directors, with rewards based on field contributions, wishing them success as active tools for development.
Deputy Prime Minister , Minister of Administration and Local and Rural Development Mohammed Al-Madani welcomed the Prime Minister’s visit, noting the workshop’s importance in comprehensive integrated planning and training for the 1447 AH executive mechanism.
Al-Madani emphasized the directors' responsibility in enhancing local production through value chains. He stated that the next phase is one of development, requiring community and private sector involvement to achieve desired goals.
