UN High Commissioner for Human Rights Volker Türk condemned Israel's declaration of parts of Rafah as a "humanitarian zone," describing it as a systematic plan to forcibly displace Gaza residents by forcing them to leave their homes under the pretext that they are unsafe.
He emphasized that this action violates international law and paves the way for the imposition of displacement via "safe" corridors.
Türk also warned of a complete collapse of humanitarian support in Gaza, with the continued Israeli bombardment, the destruction of shelters and health facilities, and food insecurity resulting from the blockade, now in its ninth week. He considered the use of starvation as a method of warfare a war crime and a form of collective punishment.
He explained that the behavior of Israeli forces could lead to the systematic forced displacement of Palestinians from Gaza, a clear violation of international law. He called on the international community to take immediate action to stop these violations and hold perpetrators accountable without exception.
