Sana'a - Saba:

The Government of Change and Construction seeks to implement its program, approved by the Parliament of Representatives on last August 19, a week after the decision to form it was issued, and to implement urgent priorities that contribute to development and positive change in citizens' lives.

The government's program includes six main axes, including strengthening steadfastness in the face of aggression and addressing its effects; administrative development and institutional reform; economic, financial, and development policies; public services and infrastructure; domestic and foreign policy; and promoting justice and human rights.

Here, we highlight the most prominent actions and activities carried out by the government during the past week as part of its program implementation.

Strengthening Resilience and Confronting Aggression

As part of the government's commitment to implementing concrete policies to strengthen steadfastness, confront aggression against the homeland, and support the people of Gaza and the valiant Palestinian resistance, the armed forces continue to carry out qualitative operations deep inside the Zionist entity, targeting US aircraft carriers in the Red and Arabian Seas.

Regarding the achievements in this regard, a source in the Ministry of Defense confirmed that the US aircraft carrier Truman and its accompanying units will soon leave the Red Sea after failing to achieve the objectives of the aggression against Yemen. He explained that the recent operation against the carrier forced it to retreat as a result of continuous pressure and new tactics using ballistic and cruise missiles and drones.

The source added, "We have information that the units accompanying the US aircraft carrier Truman have arrived through the Suez Canal on their way to leave the Red Sea after their failure in the aggression against Yemen to stop it from supporting the Palestinian people."

In this regard, the spokesman for the Government of Change and Construction and Minister of Information, Hashem Sharaf al-Din, explained that the American enemy is forced to resort to a pre-emptive tactic to prepare American public opinion for the extent of its heavy losses at the hands of the Yemeni armed forces.

He said, "The US Navy today acknowledged the downing of an F-18 aircraft from the aircraft carrier Truman in the Red Sea, injuring a sailor. Similarly, the scandal of the American enemy targeting civilians in Yemen is expanding. It is resorting to diverting international media attention from the brutal war crimes it is committing by disclosing only a limited number of the defeats we are inflicting on it."

He pointed out that the defeats suffered by the American enemy are far greater, and that its continued aggression against the Yemeni people in support of the Israeli enemy and its participation in continuing the brutal aggression against Gaza will only mean further humiliation at the hands of the Yemeni armed forces.

Government agencies are continuing to implement the government's emergency plan. Minister of Culture and Tourism Dr. Ali Al-Yafei discussed with the Deputy Assistant Director of the Prime Minister's Office for Planning Affairs, Ali Al-Mutamayiz, the level of implementation of the ministry's emergency plan.

The meeting focused on the importance of strengthening popular, cultural, and media activities to support the resistance in Gaza, expose the Zionist occupation and its genocidal crimes against the people of Gaza, and confront the US aggression against Yemen and its targeting of civilians and civilian objects.

On the political front, the Ministry of Foreign Affairs and Expatriates intensified its activities over the past week, sending messages to the international community regarding the genocide committed by the US aggression when it targeted a shelter for African migrants in Saada Governorate.

Letters sent by Foreign Minister Gamal Amer to the President of the UN General Assembly, the President of the Security Council for April 2025, the UN Secretary-General, the Director-General of the International Organization for Migration, the High Commissioner for Refugees, the President and members of the Human Rights Council, and the High Commissioner for Human Rights indicated that the US launched approximately 1,300 airstrikes and naval bombardments, targeting hundreds of civilians, including women and children, and dozens of civilian objects including residential neighborhoods, ports, airports, farms, health facilities, water reservoirs, factories, and archaeological sites. The most recent of these attacks was the targeting of a center for illegal immigrants in the city of Saada, which resulted in the deaths and injuries of 125 immigrants.

In another letter, the Ministry of Foreign Affairs called on the Security Council to assume its responsibilities in maintaining international peace and security and condemning the barbaric US aggression against the Republic of Yemen. It also included Yemen's complaint against the United Nations Verification and Inspection Mechanism (UNIFEM) regarding the delay in issuing permits for ships carrying food and containers and their prolonged detention in the port of Djibouti.

The letter also called on the Security Council and the UN Secretary-General to abolish the verification and inspection mechanism, as there is no longer any justification for its continuation, or at the very least, to carry out its responsibilities according to specific timetables and a streamlined operating mechanism that ensures the prompt delivery of food and containers.

As part of his follow-up on the Ministry of Foreign Affairs' activities, Prime Minister Ahmed al-Rahwi discussed with Minister of Foreign Affairs and Expatriates Jamal Amer the results of the ministry's international engagement regarding the repercussions of the US aggression and the organization of cooperation with international organizations operating in the country.

Al-Rahawi urged the ministry to continue its international outreach and expose the crimes committed by the US enemy against the Yemeni people and its targeting of the country's vital resources and capabilities.

In the context of providing emergency aid to those affected by the US aggression, Minister of Social Affairs and Labor Samir Baja'alah discussed with the head of the International Committee of the Red Cross (ICRC) delegation, Christine Chibola, and the Executive Director of the Yemeni Red Crescent Society, Abdullah al-Azab, the coordination and cooperation mechanisms for providing emergency aid to those affected.

Against the backdrop of the US-led aggression targeting the African migrant shelter in Sa'ada, the Minister of Social Affairs, during his meeting with the UNHCR Representative to Yemen, Marin Din, called for the formation of an international team to investigate the heinous crime against unarmed migrants at the shelter in Sa'ada, which the UNHCR had previously visited and reviewed the services it provides.

Stabilizing the Fuel Supply Situation

As part of the government's efforts to achieve stable fuel supply following the US-led aggression targeting the Ras Isa oil port, the Prime Minister discussed with the Minister of Oil and Minerals, Dr. Abdullah Al-Amir, the repercussions of the aggression on Ras Isa port and the resulting oil spill threatening the marine environment in the Red Sea. They also discussed the ministry's efforts to achieve stable fuel supply.

Developing Institutions and Combating Corruption

Since its formation on 8 Safar 1446 AH (August 12, 2024 AD), the government has been working to develop the structures and regulations of ministries, institutions, and agencies to ensure the elimination of irregularities, while simultaneously improving administrative performance and combating corruption.

In this regard, during his meeting with the Minister of Civil Service and Administrative Development, Dr. Khaled al-Hawali, the Prime Minister reviewed the work accomplished within the framework of the merger process for the administrative units covered by this process, the most important work completed by the committees tasked with the merger of public service units, and the remaining procedures related to it.

According to Minister al-Hawali, the merger and modernization process included organizational structure, human resources, material and financial capabilities, the financial commitments and obligations of public service units, systems, information technology, databases, and networks, as well as legal aspects, obligations, and documents. Special attention was paid to providing a comprehensive database of the inputs and outputs of the merger and modernization process in all its aspects, preserving the rights of workers and all public assets and properties, ensuring the transition to the new status quo without the transfer of previous accumulations and imbalances.

During the recent period, several workshops were held to review and develop the structures and job descriptions of departments, contributing to improving performance, facilitating and simplifying transactions, and providing services to citizens. This is in implementation of the leadership's directives and its commitment to building functional cadres and administrative organization in state institutions.

Last week, the Public Administration Center at Sana'a University, in partnership with the General Department of Human Resources at the Ministry of Interior, organized a workshop to review, develop, and update the job description guide for the Ministry's Human Resources Department. The workshop aimed to produce comprehensive and accurate job description guides that define the tasks and duties of organizational units, clarify administrative powers, and contribute to the selection of qualified personnel based on clear terms and criteria.

In an effort to enhance transparency and combat corruption, the Supreme National Anti-Corruption Authority's Board of Directors approved the referral of a number of defendants in a corruption case at the Sana'a Governorate Public Works Office to the Public Funds Prosecution, which specializes in corruption cases, on charges of harming the state's interests.

Encouraging Production and Achieving Self-Sufficiency

The government is working to harness its capabilities and efforts to encourage national production, achieve self-sufficiency, promote local development, protect national products, and limit imports.

In an effort to protect local products, support national production, and reduce the import bill, the Ministry of Agriculture, Fisheries, and Water Resources confirmed last Tuesday the continuation of the ban on frozen chicken imports, commending those who have taken the initiative to purchase and store local chicken as an alternative to imported chicken.

The Ministry also launched the production and marketing of 887 tons of locally frozen broiler chicken as an alternative to imported chicken, as part of its strategy and programs to reduce the import bill and encourage local production.

In the same context, the Minister of Economy and Industry visited the Thursday Market for Productive Families in Tahrir Square in the capital, Sana'a. This market features local products, including baked goods, pastries, sweets, dairy products and derivatives, textiles, bags, coffee, dates, honey, handicrafts, perfumes, and incense.

During the visit, Minister Moeen Al-Mahaqri affirmed the Ministry's readiness to provide all forms of support to develop this productive sector, including exemptions from all government fees for small and micro-enterprises, entrepreneurs, innovators, and economic empowerment projects for agricultural associations and productive families.

The Ministry of Economy is preparing to launch an electronic marketing platform for productive families, linking it to financial portfolios and delivery services. This platform aims to facilitate the digital marketing of products, provide training and technical advice to productive families in the field of electronic marketing, and coordinate with the Bonyan Foundation, the Consumer Protection Association, and productive families to establish a permanent exhibition for these families' products, in addition to organizing markets similar to the Thursday Market.

Boycott Activation

Regarding the boycott of American and Israeli goods, as part of Yemen's supportive stance towards Gaza, a meeting at the Ministry of Economy and Industry discussed the executive measures for the boycott of these goods, in implementation of the directives of the President of the Supreme Political Council. A draft resolution banning the import and trade of American and Israeli goods and merchandise was approved and submitted to the Prime Minister for issuance.

A memorandum was issued to the General Federation of Chambers of Commerce and Industry, directing traders to quickly dispose of any American goods they possess before the expiration of the three-month presidential deadline and to shift to alternative goods.

The Ministry's offices are scheduled to begin confiscating and destroying the boycotted goods immediately after the three-month deadline, in cooperation with the relevant judicial authorities.

According to the Ministry, imported US goods declined by 67.91 percent in 2024 compared to 2022.

Improving Services

To enhance coordination between ministries, Deputy Minister of Administration, Local and Rural Development Nasser Al-Mihdhar discussed with Deputy Minister of Communications and Information Technology Ali Al-Makni aspects of cooperation between the two ministries in the field of automation and networking between the ministry and governorates, which will contribute to strengthening administrative processes and communication, improving performance, and developing services provided to citizens.

The meeting addressed procedures for establishing a dedicated website for the ministry and reserving its new official domain name. The meeting also addressed the provision of local and protected email addresses for ministry, governorate, and district staff to ensure a safe and effective electronic communication environment. The meeting also addressed the provision of technical support, strengthening information cooperation efforts to achieve efficiency in technical services, and organizing training and qualification programs for ministry, governorate, and district staff at the General Institute of Communications in technical aspects.

It was agreed to simplify internal communication methods, and to prepare a list of services provided and locations in governorates and districts to ensure accurate and timely access to information.

During his visit to the Unified Automated Issuance Center at the General Traffic Department, the Prime Minister was briefed on the activities and quality of services provided by the center, which was inaugurated at the beginning of this year to provide comprehensive traffic services using modern technology. The center relies on an electronic system for completing transactions, which contributes to saving time and effort for customers by allowing them to pay transaction fees electronically via mobile phone, completing their transactions in record time.

The Head of the Judicial Inspection Authority, Judge Dr. Marwan Al-Mahqari, reviewed the final preparations for the Authority's electronic complaints system, its features, characteristics, and the benefits it hopes to achieve by leveraging modern technologies to communicate with the public in various governorates, achieving prompt justice.

In this context, the Ministry of Electricity, Energy, and Water continues to review and update the regulations governing the operation of private generators, ensuring the protection of the rights of citizens and investors and limiting any illegal practices or extortion. During his meeting with a number of citizens, the Minister of Electricity, Dr. Ali Saif, emphasized the ministry's leadership's commitment to dealing positively with all complaints and working to resolve them within the available resources.

Caring for Children and Youth

As part of the government's commitment to caring for and encouraging children and youth and enhancing their role in society, the General Authority for Research, Technology and Innovation honored 68 male and female students who won the 1446 AH Science and Technology Olympiad last Monday.

The Olympiad project, in its first edition and in its first track, "Science Subject Challenges," targeted more than 100,000 male and female students from all schools in the Capital Secretariat. After several qualifying stages and competitions, 46 male and female students were able to advance all stages.

In the project's second track, "Creative Projects," 159 male and female students presented projects that were displayed in an exhibition accompanying the final stage of the Science Subject Challenges. The competitions resulted in the selection of 24 winning projects.

The Minister of Education and Scientific Research, Hassan Al-Saadi, considered honoring this group of distinguished and creative individuals an important step in the scientific and creative field, upon which our nation will once again be at the forefront.

In this regard, a meeting chaired by Deputy Prime Minister and Minister of Administration and Local and Rural Development, Mohammed al-Madani, discussed the role of the Ministry of Youth and Sports in caring for children and young people, the complementary role of relevant authorities in ensuring the success of summer activity and course programs, and the government's approach to addressing the conditions of children and young people.

Al-Madani emphasized the government's commitment to changing the trajectory of youth and sports work and strengthening partnerships between relevant authorities to ensure the success of summer activities and courses, given their importance in providing children and young people with useful knowledge, skills, and knowledge, and protecting them from false cultures and soft wars.

Addressing the Phenomenon of Brain Drain

At its meeting, chaired by Minister of Social Affairs and Labor, Samir Baja'alah, the committee studying the phenomenon of Yemeni brain drain and talent reviewed the plan prepared to study this phenomenon and the requirements for its implementation. This plan is considered one of the challenges facing the country, as the migration of minds and expertise leads to the depletion of qualified human resources.

The meeting emphasized the importance of studying all the causes of this phenomenon and presenting recommendations to develop a package of policies and programs that achieve the desired goals.

Preserving Heritage and Intellectual Property

As part of the government's efforts to preserve national heritage, the Intangible Heritage Sector of the Ministry of Culture and Tourism, with support from the Heritage and Cultural Development Fund, organized a symposium on intangible heritage on the occasion of World Heritage Day.

The symposium reviewed the state of heritage in Yemen, introduced intangible cultural heritage and the requirements for its preservation, Yemeni folk arts, and highlighted the importance of preserving and documenting oral chanting heritage, handicrafts, and the relationship between art and heritage.

Furthermore, the Publications and Intellectual Property Sector of the Ministry of Culture and Tourism organized a symposium entitled "Illuminations on Literary and Artistic Intellectual Property Rights" on the occasion of World Book and Copyright Day. The symposium emphasized the need to identify violations and attacks on copyright and other works and to report them to the relevant authorities for appropriate solutions.

Capacity Building

As part of the government's program and the Ministry of Health's plan to enhance the capacity of health personnel and develop emergency services, a basic and advanced CPR training course was held in Sana'a for health and public mobilization personnel in Al-Jawf and Raymah governorates. The course aimed to equip 58 health and mobilization personnel with CPR skills and methods for raising awareness of the importance of CPR, thus increasing the number of trainees within the community.

The Deputy Prime Minister, Minister of Administration and Local and Rural Development, emphasized the importance of strengthening the capacity of health personnel and mobilization committees to play a vital role in emergency situations and responding to incidents. Minister of Health Dr. Ali Shiban considered the course an important step in strengthening the capacity of health personnel to properly handle injuries.

Despite the significant challenges facing the country as a result of the ongoing aggression and blockade, the evolving methods, and the diversity of its objectives, the Government of Change and Reconstruction continues its efforts to confront these challenges, fulfilling its religious, moral, and humanitarian duty toward our brothers in Palestine and in honorable Gaza. It also implements urgent priorities to provide services to citizens and works diligently to strengthen and develop sustainable internal financial resources.
