SANA'A July 17. 2024 (Saba) - Parliament, presided over by Speaker Yahya al-Rai', on Wednesday approved the Foreign and Expatriate Affairs Committee’s report on the increasing influx of refugees and illegal immigrants from the Horn of Africa into Yemen.

Key points and recommendations:

- **Government Commitment: The government, represented by Foreign Minister Hisham Sharaf, Minister of State for Parliament and Shura Council Affairs Dr. Ali Abu Haliqa, and Undersecretary of Foreign Affairs Ambassador Mohamed Hajar, committed to implementing recommendations including preparing detailed reports on refugee activities and drafting a national asylum law.

-National Law: The government is urged to draft a national law regulating asylum processes, aligning with international agreements and national laws.

Implementation of Solutions: The government should consider solutions proposed by the National Committee for Refugees, ensuring they align with Yemen’s commitments and providing necessary resources.

- Addressing Influx: Developing plans to manage the influx of refugees and illegal immigrants, coordinating with the UNHCR and the International Committee for Migration, and encouraging voluntary return of refugees.

- Local Authority Coordination:** Enhancing the role of local authorities in managing asylum and refugee issues, and conducting field visits to refugee areas.

- Health Sector Issues: The Parliament discussed health problems, including disease outbreaks in Hodeida, notably cholera. The officials stressed the importance of preventive measures, increasing hospital capacity, and community awareness. The Deputy Minister of Health, Dr. Mutahar al-Marwani, detailed efforts to combat watery diarrhea, its causes, and measures taken.

- **Draft Laws: The Ministry of Public Health submitted several draft laws related to health for constitutional procedures, including those on organ transplantation, pharmaceuticals, and clinical studies.

- Cybercrime: The Parliament highlighted the need for updated laws to combat the rise in cybercrimes in light of technological advancements, following a recent symposium on electronic crimes.

These discussions reflect the government’s commitment to addressing both refugee and health issues, as well as the need for legislative updates in response to new challenges.

During the session, the Speaker of the House of Representatives expressed his astonishment at the contradictions of the Riyadh Hotels government and its deception of ordinary citizens into supporting the Bank of Aden's harmful decisions, aimed at damaging the economy and national currency. He highlighted that this government is siphoning off over 12 million dollars in salaries for mercenaries stationed in various Arab and foreign capitals, an amount that could be used to pay the salaries of starving teachers and academics in the occupied provinces, whose wages are being plundered monthly.

He said, "It would have been better to pay their salaries and the salaries of all employees in all provinces of the Republic of Yemen since the Bank of Aden committed to paying them following the announcement of the conspiracy to transfer the powers of the Central Bank to Aden."

The Parliemnt's speaker warned against these conspiratorial moves against the Yemeni economy and the national currency, calling on everyone to confront the aggressive economic war and not be led by these suspicious moves.
