The spy told the minister that the Americans have special information about Yemen and its oil, gas and mineral potential, and this is secret information that not even the Yemenis know about.
American hostile activities in the commercial field:
The confessions included some hostile American activities in the commercial field, as the spy Hisham Al-Wazir indicated that he was assigned by “Roland McKay” to manage the relationship with the merchants, link them to the American embassy, arrange periodic meetings for them with Roland , the ambassador, and nominate them for programs abroad affiliated with the American embassy that are related to linking... The Yemeni private sector supports the American private sector, which helps the flow of American goods to Yemen, especially in sensitive areas such as the medical, electronic, and software industries.
He pointed out that the companies in the Gulf countries that produce the various types of foodstuffs that Yemen imports are originally Western American companies, and therefore the flow of Gulf goods to the Yemeni market was an American goal on the basis of being an alternative to national industries that are already weak and at the same time an achievement of the American strategy. To control the markets and make the consumer dependent on materials and goods coming from America and the countries associated with it.
According to the confessions of the spy Jamil al-Faqih, the commercial section was greatly interested in following up on the activities, information, and news of the commercial sector in the country, whether the government sector such as the Ministry of Industry, the Chamber of Commerce, or various commercial companies, and it collected information about the commercial sector, the activity of the Ministry of Industry and its programs, and the ministry’s role in supporting the private and public commercial sectors.
While the spy Hisham Al-Wazir explained that the United States was always keen to ensure that merchants practiced intensive and large import operations of goods from outside the country and was keen to solve the problems they faced with the government and turn into an intermediary and a party that exerts pressure on the government in order to either cancel customs tariffs. Additional or reduced taxes, as well as the abolition of taxes.
He pointed out that America was creating crises in important commodity items, helping to stimulate crises , chaos, and directing major commercial banks to control the money supply, whether it is Yemeni riyals or dollars, and reduce what is available to enter the market.
Targeting the national economy under the pretext of economic reform:
The spy Hisham Al-Wazir revealed that one of the most important sabotage paths that Roland worked on was continuing to work on the so-called economic reform program, which is a program that includes a package of economic conditions that rehabilitate the Yemeni economy, which collapsed after the 1994 war that led to the country’s bankruptcy. .
He stated that the economic reform program has several corrupt features, the most prominent of which are lifting subsidies on oil derivatives, liquidating and privatizing public sector institutions, enabling merchants to practice free trade (import and export) without any restrictions or conditions, reducing customs tariffs, as well as facilitating the tax on products, especially foreign products, under the pretext of promoting foreign investment. As well as facilitating the entry and exit of foreign capital from the country.
He pointed out that this program had come a long way, starting in 1994, and the World Bank was primarily responsible for its implementation, with direct supervision from the American and British embassies, and even Western embassies, driving it.
The spy and minister confirmed that one of the most important features of this program is the abolition of any protectionism for national industries or the agricultural sector to protect it from foreign competition under the pretext of facilitating foreign investment in the country and the flow of goods to the country... indicating that one of the most important subversive roles played by “Roland” in this aspect is pressure on Ali Abdullah Saleh and the regime liquidated the Yemeni economic institution and transferred its work to the benefit of merchants under the pretext of corruption that existed within it, and this is even linked to the so-called economic reform program.
He stated that Roland McKay continued his work in coordination with the US Treasury Department, the World Bank, and the International Monetary Fund regarding pushing and pressuring the government to lift support for oil derivatives.
Some American hostile activities in the financial and banking field:
Regarding American hostile activities in the financial and banking field, spy Jamil al-Faqih explained that the Americans trained sixty members from various economic bodies, including the Central Bank, commercial banks, exchange companies, the Ministry of Finance, the Tax and Customs Authority, as well as from the airport and some judicial authorities, on the subject of money laundering and terrorist financing.
He pointed out that the American side's goal behind this was to recruit sources to serve its goals and purposes in collecting more information about the Yemeni economy and government institutions.
The spy jurist stated that the American side was focusing on information related to the activity of the central bank, the size of the cash reserve, the bank’s plans and its role in monitoring and supervising banks, as well as collecting information regarding combating money laundering, treasury bills, the size of the central bank’s budgets and the projects it covers...pointing out that the Americans were Focusing on this aspect in order to target the banking sector, the entire commercial sector, and the economy in general.
Targeting central bank functions:
Regarding targeting the functions of the Central Bank, the spy Shaif Al-Hamdani indicated that he was assigned in 2016 by “Brad Hansen,” who was the US deputy ambassador and the US intelligence official, to receive the Central Bank’s code and transfer it to Aden.
He explained that he received the code from the spy Ibrahim Al-Nahari and transferred it to the spy Ali Al-Hamdani in Aden.
In the same context, the spy Jamil Al-Faqih confirmed that the American side was greatly interested in knowing the impact of the process of transferring the functions of the Central Bank from Sana’a to Aden, and the results that resulted from that, the exchange rates, and the tools and procedures that the Central Bank was taking, whether in Sana’a or in Aden, to control the market. Money exchange, what is the situation of banks in general, and how did they respond to the decision to transfer the functions of the central bank.
He pointed out the interest of the American side in this issue because it has a major role in transferring the functions of the Central Bank from Sana'a to Aden, and its goal is to deteriorate the economy in the country and place more obstacles to development and create a greater burden on the government of Sana'a and on the central bank in Sana'a until the economy is exhausted more and more and control is achieved in a way that serves his belongings in the area.
The spy Al-Faqih stated that he sent information about the various banking operations that affected commercial banks after the process of transferring the functions of the Central Bank, especially regarding the issue of remittances because they were considered one of the economic indicators in which the performance of the economy was measured and the reasons for the deterioration of exchange rates were known.
He said, "The American side was looking into the issue of the deterioration of exchange rates, how they stabilized in Sanaa and Aden, and the reasons for them becoming more stable in Sanaa for the purpose of further tightening the screws, deteriorating currency prices further, deteriorating the economy significantly, and fighting the currency."
Targeting the national currency:
Regarding targeting the national currency, the spy Shaif Al-Hamdani revealed that one of the destructive goals that USAID worked on was to destroy the Yemeni economy by spreading the currency that was printed illegally in the northern governorates.
He pointed out that Mike Martin, who is in charge of the economic growth file, was asking why this currency was not pumped into the northern governorates to fill the liquidity deficit, which would lead to significant damage to the currency exchange rate, increase the suffering of citizens on the economic level, and rise in prices for food and consumer goods.
In the context, the spy Jamil al-Faqih explained that the American side was interested in the extent of the presence of hard currency in the country and whether banks had the ability to transfer hard currency or not, which made smuggling it or transferring it abroad until it was exchanged difficult, so it continued to circulate within the country.
He said, "This was one of the reasons that the American side was looking for, that when hard currency is present in different regions, whether in the north or in the south, it has a role in the issue of stability or deterioration of the exchange rate."
Targeting revenue institutions:
The spy, Jamil al-Faqih, explained that many sources were recruited in the Ministry of Finance, Taxes, and Customs to provide the American side with information about the Ministry of Finance, its activities, the state’s general budget, its tabulations, the difficulties of preparing the budget and its allocations, as well as the activity of the Tax and Customs Services, tax opportunities, and tax and customs reductions that American companies or Foreign companies.
He pointed out that "he was assigned by Officer Darren to collect information about the revenues of the Sana'a government and the state's general budget and how it prepares the budget, how the Sana'a government finances its resources and how the state's general budget is prepared in the Ministry of Finance, so that through this information they can build their plans to target the economy further." Targeting parties that have a vital role in economic growth and placing greater burdens on the national side, the state, and the Sana’a government.”
The spy and jurist mentioned that the American side was focused on the telecommunications companies, the number of subscribers, the type of systems used, and the companies’ services provided, whether messaging services or Internet services, and what are the future plans and whether the market will accept an additional company or not.
He added, "Officer Darren also asked me about the Internet services available in the country, and I mentioned to him that the Internet is available with several providers, whether all through the Telecommunications Corporation, but with us it is through the regular modem, the EDSL line, or through Yah Kalk, or the Wi-Mix service."
In turn, the spy Hisham Al-Wazir explained that one of Roland McKay’s sabotage roles was seeking to liberalize the communications sector in the country so that foreign companies would have opportunities to control this sector and invest in it under the pretext of their ability to provide better services at cheaper prices.
He pointed out that the Americans were presenting themselves as a country capable of providing cheap communication and Internet services by providing opportunities for major American companies that have capabilities in this field, such as the American company ETNT and the American BlackBerry company.
He reported that "McKay" was connected in this context with Hamid Al-Ahmar, who was seeking to obtain agencies for American companies such as BlackBerry and the American company Friesen.
Targeting the energy sector and other institutions:
The energy sector was one of the sectors targeted by the American-Israeli spy cell, so that it was allocated and became affiliated with the private sector loyal to America, and the excuse was the government’s inability to provide investments in hard currency to establish major electrical power stations through which the country’s need for electrical energy would be met.
In this regard, the spy Hisham Al-Wazir explained that the Americans were providing the Yemeni government with a group of American and foreign investors, including international, transcontinental companies that provide electricity in the country, in addition to the so-called rented energy, which is the Agrico company, for example, which is a company affiliated with the British that provides rented energy to the country in exchange for Contracts in hard currency are paid by the government as an alternative to the lack of a national power plant.
He stated that the government of Ali Abdullah Saleh and its regime were at that time proceeding with the privatization of the electricity sector and they cooperated with the Americans, the World Bank and other foreigners and began to prepare laws to privatize this sector and open it to private investments and enable foreign companies to enter it.
The spy revealed to the minister that the most important American company that was seeking to control the energy sector in Yemen was the American company GE General Electric, and Roland was constantly coordinating with them and seeking to empower them in the energy sector in the country through the Ministry of Electricity by recruiting agents in the ministry or ministers so that they Subalterns implement American policies.
He explained that the Americans were relying on these people to represent GE and to represent a second American group seeking to invest in the electricity sector and establish power stations in areas such as Maabar, and to benefit from the gas project implemented by Total, so that a natural gas pipeline is extended from Ma’rib to Maabar, which is used to generate electricity. In the same way, the Ma'rib gas station is based on the fact that Yemen possesses very large quantities of gas that allow it to be sold abroad and to generate electricity, so that an industrial sector will be established in Yemen that will be linked to America and the West, and at the same time it will be an industrial sector that obtains energy from American and Western foreign companies linked to the Americans.
While the spy, Jamil al-Faqih, indicated that the American side was interested in the issue of the Electricity Corporation and how it is covered in the north or the south.
He said, "He provided the American side in one of the reports that electricity here is mostly commercial and that it is not worthy of serving large and gigantic projects because large projects require high electrical energy, and that because of the war and aggression, all power stations were destroyed and people are largely dependent on solar energy or commercial electrical stations." spread in the neighborhoods.”
He added, "Officer Darren asked him about the Water Corporation's services, and he told him that the national network covers only approximately 30 percent of the capital and Sana'a, and 70 percent of the people depend on water tanks and underground wells, and this leads to a greater spread of discontent as electricity and water services deteriorate."

Targeting the oil sector:
The spy Al-Faqih indicated that the American was largely focused on collecting information about the entire oil sector, whether at the level of the government sector or the commercial sector, and he was searching for the plans of the Ministry of Oil, the nature of its activity, and the entities affiliated with the Ministry, as well as collecting information about the oil companies, the gas company, and the Exploration and Extraction Authority. Oil and the amount of oil that the country consumes, the oil imported, and the oil that is produced by the country.
He said, "The American side also focused on whether there are promising oil sectors in the Petroleum Exploration Corporation to enable certain companies, and whether the ministry or the company and the Petroleum Exploration Commission have an interest in attracting certain companies, for example, American, Chinese companies, or specific companies."
The spy Al-Faqih pointed out that Officer Darren asked him to prepare a study on the oil companies operating in the country, whether oil production or service companies, and the study included information about the company, the administrative bodies for communication, and the nature of the company’s work.
In the context, the spy Hisham Al-Wazir explained that one of the most important information that the Americans were focusing on was obtaining developments in production in the oil fields, the financial returns achieved from production, and the problems faced by companies in the production areas and fields, especially with the tribes and with local communities, as well as the relationship of these companies with the government.
He stated that Roland McKay was holding secret meetings with the directors of these companies, either in their homes, at his house, or at private parties for the foreigners themselves.
The spy, the minister, indicated that among the information that his manager at work, Roland McKay, mentioned to him, was that wells were being drilled in which they found oil, for example, in an area in Shabwa Governorate and parts of Hadhramaut Governorate, and they were being closed through Oxia and Total because they wanted to postpone the extraction of oil in them for a second time in order to achieve gains. They also benefit from corruption deals with the government, so that they take these wells at the lowest possible cost and with the best commercial concessions in their favor in terms of percentage.
He said, "These wells were closed and darkened, and no one was aware of them except very limited people in the government at that time in the regime. For example, Afash himself, Ali Abdullah Saleh and his family, and someone like Muhammad bin Naji Al-Shaif because he was one of the closest associates of the Afash family at that time, and the Americans themselves, and the maps that determined The locations of these wells are with the companies that carried out the exploration process.”
He added, "Among the most prominent companies that carried out exploration in these areas were the American company Oxcel, Total, and ExxonMobil, as I recall, which have these maps and keep them. No one has been informed of these maps. Even the Ministry of Oil and Minerals and the Petroleum Exploration and Production Authority do not have these maps." It exists from official maps that only show the most promising oil sectors.”
Price changes:
The confessions revealed the American side's interest in price changes, as spy Jamil al-Faqih explained that the American side was focused on the issue of price changes in fuel prices, whether in the north or the south.
He pointed out that he was collecting information about the prices of oil and diesel, whether in the north or the south, their prices on the black market, the official price and their presence... indicating that the American side was interested in knowing the prices of domestic gas from time to time.
He pointed out that the American side was interested in the issue of changes to the price list that was issued by the Ministry of Industry and Trade for the prices of basic foodstuffs and various foodstuffs... explaining that it was collecting information about this price list and sending it to the American side.
He stated that this list was also one of the indicators added to the issue of changes in the price of basic foodstuffs, so they knew about this information and the more there was a deterioration in services, the more they benefited and they knew that people were suffering more.

He pointed out that the reports he was sending were helping the American government and that they were an eye for the Americans in Yemen and important information to serve them and gave knowledge to the economic department and officials as well in that he had a wide network of sources.
The spy jurist confirmed that the information he sent had a role or contribution to the issue of sanctions.
