SANA'A May 04. 2024 (Saba) - In its session today,Saturday, headed by Deputy Speaker Abdul Salam Hashol, the parliament affirmed its blessing, support and endorsement of what was stated in the speech of the revolution leader , Sayyed Abdul Malik Badr al-Din al-Houthi, regarding the directives to move to the fourth stage of escalation to confront the American-British Zionist arrogance in the region.
The Council reaffirmed the steadfastness of the Yemeni position in support of the Palestinian cause, stressing the need for neighboring countries to take into account the warnings issued by the Supreme Political Council.
It pointed out that any hostile American escalation against the security and stability of Yemen, and its repercussions, will be faced with firmness and surprises that the enemies of Yemen do not expect and have never thought of. Once again, Yemen is keen on peace and warns against being drawn into the American-British Zionist plans in the region.
The parliament called on everyone to be vigilant and cautious, to mobilize all capabilities and energies, and to unify the national ranks, to confront all conspiracies being hatched against the country , the nation, to confront with all determination the invaders and occupiers and those who help them.
During the session, the Council heard from the Minister of State for the Affairs of the parliament and the Shura Council of the caretaker government, Dr. Ali Abu Haliqa, the government’s messages regarding the submission of the draft law establishing the National Mining Company with his explanatory memorandum, and demanded the completion of the necessary legal procedures for the draft law, and approved its referral to the relevant committee to study it and provide it to the Council with the results of that.
In the same context, the Council heard from the Minister of State a memorandum regarding the measures taken by the Ministry of Local Administration regarding the recommendations of the parliament contained in the following reports:
- The Ministry’s midterm analytical report on the level of collection of shared public resources for the period from (Jumada al-Akhirah - Dhul-Hijjah 1443 AH - corresponding to January - July 2023 AD).
- Report of the Industry and Trade Committee on the results of the field visit to the Ministry of Industry and Trade and a number of stores selling basic foodstuffs in the capital secretariat.
- Report of the Water and Environment Committee on the results of the meeting with the Minister of Water and Environment to address violations and imbalances related to the Ministry of Water and Environment.
The Minister of State asked the Council to refer this to the relevant committees to accommodate it within the procedures implemented by the government.
The Council heard from Dr. Abu Haliqa a message regarding the procedures that were implemented by the Ministry of Interior regarding the recommendations of the parliament during the period referred to in the message regarding a number of security , traffic issues , procedures and issues concerning some citizens.
The Minister of State asked the Council to refer this to the relevant committees to accommodate it within the procedures implemented by the government.
During the session, the Council reviewed the opinion of the Constitutional and Legal Affairs Committee regarding amending Article (10) of Law No. (3) of 2021 AD to establish the Fund for Support and Development of Hodeida procince and its adjacent areas on the western coast.
The Committee’s opinion included a reference to the proposal submitted by a number of Council members, the conclusions reached by the Committee and its opinion, as well as the questions submitted to the Executive Director and the responses to them, as well as a reference to the report submitted by the President of the Fund and a summary of the projects implemented during the year 2022 AD, and the work program plan for the year 2023 AD, with regard to Water, sanitation, electricity, health, education, central correctional facilities, and remand prison, as well as the Fund’s program plan for the year 2023 AD.
The Committee considered that the procedures for submitting such a proposal were sound and that the Fund was not faced with any difficulties and was providing its activities in accordance with the objectives of its establishment.
In the course of their discussions, Council members stressed the importance of adhering to the expenditure requirements for the specific purposes of establishing this fund in the areas of electricity, water and health
After discussion, the Council decided to refer the committee’s opinion to the Finance and Services Committees to study it and submit a report thereon to the Council.
The Council had begun the session by reviewing , approving the minutes of its previous session, and it will continue to hold its business sessions tomorrow, Sunday, God Almighty willing.
