SANA'A November 17. 2023 (Saba) - The efforts of the Tax Authority were not limited to developing its services and improving its collaborative relationship with merchants and businessmen, but it also included those who pay the Qat tax, as it worked to harness efforts and capabilities to provide appropriate services that meet the demands of taxpayers, and guarantee their right to deal with a tax administration, which is based on principles and the foundations of institutional work, and provide them with an appropriate climate and tax work environment in a way that embodies existing tax justice.
Within its strategic plan, the authority moved to implement several projects aimed at establishing a new phase of tax work in the field of Qat tax collection according to institutional data that ensures the stability of work in this field away from the randomness and improvisation in collection procedures that accompanied the work during the last period as a result of the absence of planning, which It negatively affected the nature of the relationship between the tax administration and Qat taxpayers.
The head of the Tax Authority, Abdul-Jabbar Ahmed Muhammad, explained to the Yemeni News Agency (Saba) that the authority is currently devoting its efforts to working on completing infrastructure projects affiliated with the executive unit for the general tax on Qat sales.
He pointed out that the projects being implemented in the capital, Sana'a, and a number of governorates include six model centers for collecting the Qat sales tax.
Work is currently underway to complete the implementation of projects for the buildings of the model centers for collecting the Qat tax, which include the Al-Azraqin Collection Center in Sana’a, the Bab Al-Naqa Collection Center in Al-Hudayda ,Nihm Center in Sana’a governorate, as well as the Matti Collection Center in Al-Jawf and the Al-Dhakra Collection Center in Taiz governorate, in addition to the Buyahs Collection Center in Hodeida.
Abdul-Jabbar Muhammad touched on the importance that the model centers represent in improving the services provided to those who pay the Qat tax, especially with regard to facilitating and accelerating procedures during collection.
He said: "The implementation of such projects comes in response to the directives of the revolutionary leadership and the determinants of the national vision regarding developing government services and simplifying procedures for taxpayers. He pointed out that the Authority has completed the preparation of all general guidelines aimed at developing the participatory relationship with taxpayers... Noting that the tax revenues from khat are supplied to the governorates’ accounts, and are harnessed for basic projects and services in various development fields.
The head of the Tax Authority explained that the participatory relationship between the tax administration and the taxpayers is witnessing a positive transformation, especially after the authority has made great strides in facilitating and simplifying procedures, which established a new phase of integrity and transparency.
The list of services available to taxpayers also included a project for an electronic collection system for the general tax on khat sales via the electronic payment system (Mobile Money wallet).
Abdul-Jabbar Ahmed indicated that the Authority has completed circulating and making the electronic collection service available to all taxpayers in Sana’a and the governorates.
For his part, Director General of the Executive Unit for the General Tax on Qat Sales, Muhammad Al-Baili, indicated that the model centers establish a new phase of institutional tax stability. He explained that the centers provide taxpayers with an appropriate climate during collection procedures because they contain administrative offices, rest houses, a prayer room, restrooms, canopies, and parking lots. Al-Baili noted that the model centers being implemented are considered the first phase of the unit’s infrastructure projects, and similar projects are being planned to be implemented as a second phase.
He stressed that the unit is witnessing qualitative transformations in terms of establishing the values and principles of the founding work, and is working in accordance with general guidelines.
