SANA'A June 07. 2023 (Saba) - The Consultative Council discussed the report of the Defence and Security Committee on "Illegal migration from the Horn of Africa to Yemen" at its meeting on Wednesday under the chairmanship of the Speaker of the Council, Mohamed Hussein Al-Aidarous.

The meeting was held in the presence of the Vice-President of the Council, Abdo al-Ganadi, the Dhaifullah Rasam, the Minister of Justice, Judge Nabil al-Azani, the Deputy Head of the Intelligence and Security Services, Major General Abdul Kader al-Shami, and the Secretary-General of the Council, Ali AbdulMughni, what is contained in the report, as well as the Committee's vision of the importance of a unified national vision to develop radical solutions to the phenomenon of illegal migration.

At the meeting, the President of the Consultative Council stressed the importance of working to implement the report's recommendations and proposals after their submission to the Supreme Political Council, thereby contributing to addressing illegal migration while taking into account the humanitarian aspects of African refugees.

He also stressed the need for the Government to make the necessary efforts to address this phenomenon in cooperation with society and for the establishment of a joint room between the competent authorities to monitor their flow and prevent the smuggling of refugees.

Al-Aidarous commended the efforts of the relevant ministries and agencies in dealing with the humanitarian flow of refugees into Yemeni territory despite the conditions of war and siege.

The meeting heard a presentation by the Chairman of the Defence and Security Committee, Major General Yahya Al-Mahdi, and Committee member, Major General Abdulmalik Al-Qaifi, in the presence of the Committee's Vice-Chairman, Mohsen Jameel, and Committee Rapporteur, Hashim Al-Sagaf, on the causes and factors of the migration of Africans to Yemen, and their places of assembly, methods, means and routes of smuggling into Yemen.

The report noted that since its signing of the 1951 Convention on Refugees, Yemen has received hundreds of thousands of migrants from the Horn of Africa, numbering approximately 250 thousand from Ethiopia, Eritrea and Somalia in recent years.

The main driver of these human waves of refugees were international smuggling gangs with networks of elements of different nationalities, in addition to the role played by the coalition of aggression by facilitating their entry into and transit through the coasts of the southern and eastern provinces and facilitating their flow to the northern regions.

The report attributed the reasons for the emigration of Africans to the deteriorating economic conditions and civil wars in their countries and to the free movement within Yemeni territory.

Among the most important factors encouraging Africans to come to Yemeni territory were the country's geographical location and proximity to the African coast, and the existence of smuggling gangs that exploited their difficult humanitarian situation.

The report recommended the need to address the issues of asylum and migration from the Horn of Africa to Yemen, the concerted efforts of the competent authorities and the consolidation of visions and concepts on this phenomenon and its effects on Yemeni society in various respects.

For their part, the representatives of the Government affirmed at the meeting the commitment to implement the report's recommendations and remedies, taking into account the responsibilities of all and the requirements of public office.

They commended the efforts of the Advisory Council's Defence and Security Committee in preparing and finalizing the report and the statistics and proposals contained therein aimed at addressing the phenomenon of illegal migration to Yemen.

The meeting, which was attended by the Undersecretaries of the Ministries of Local Administration Abd al-Salam al-Dhulai and Human Rights Ali Tayseer, Health Dr. Naguib al-Qubati, and the representative of the National Committee for Refugee Affairs at the Ministry of Foreign Affairs, Ambassador Ahmed al-Imad, approved the report of the Defense and Security Committee, while absorbing the observations contained therein.

The meeting had read and approved the minutes of its previous meeting.
