SANA'A May 29. 2023 (Saba) - The Council of Ministers discussed in its periodic meeting on Monday, chaired by Prime Minister Abdulaziz bin Habtoor, a number of topics on its agenda and took the appropriate decisions in their regard.

The Cabinet blessed what was included in the speech of the leader of the revolution, Sayyed Abdulmalik Badr al-Din al-Houthi, in memory of al-Sarkha regarding the continuation of the situation of no peace and no war, and the reluctance to take practical steps that establish an end to the aggression and siege.

It stressed the importance of the countries of aggression being aware of the messages contained in the speech of the leader of the revolution, and the clear position rejecting the continuation of this situation indefinitely, which will only lead to more conspiracies against the Yemeni people.

The Cabinet stressed the need for the forces of aggression to realize that the patience of the Yemeni people will not last forever endlessly, and that the options are available to it in continuing the confrontation and knowing the bad consequences and losing bets of any new act of aggression against Yemen.

The Cabinet drew attention to the right of the Yemeni people to confront the illegal aggression and siege on the homeland, the continued deprivation of its national wealth, and the military response to every attempt to loot this wealth.

It approved the projects submitted by Deputy Prime Minister for Economic Affairs - Minister of Finance Rashid Abu Luhum regarding the amendment of Law No. (19) of 2001 regarding the general sales tax and its amendments, as well as the amendment of Law No. (17) of 2010 regarding taxes Income and its amendments, in addition to the amendment of Customs Law No. (14) of 1990 and its amendments.

The Cabinet directed to refer these projects to Parliament for discussion and to complete the necessary constitutional procedures to issue the amendments.

The draft amendments come to meet, absorb and implement the directives of the revolutionary leadership and the Supreme Political Council, and the national directions towards achieving the implementation of financial policies that encourage national investments and the local product in order to achieve self-sufficiency in areas of national priority, protect the national economy, and remove procedural restrictions that stand in the way of investment.

The projects aim to protect and encourage the local product through the use of appropriate financial, tax and customs policies, limit the migration of local capital, and protect the local product from unfair competition, especially products subsidized from the country of origin, in a way that ensures the continuity of the local industry, raising its quality, expanding internally and exporting externally.

The amendments also aim at increasing investments and directing them in areas of national priority, improving self-sufficiency indicators, as well as facilitating and simplifying customs procedures for investors, in addition to achieving indirect goals, including reducing unemployment and creating job opportunities for youth, improving the level of income of individuals, and reducing the value of basic commodities to the consumer.

The Cabinet stressed the importance of concerted efforts of all concerned and relevant parties in preserving Sana'a Airport campus and lands and confronting any developments or random construction as this is one of the obstacles facing the airport and its air navigation, and negatively affects its fulfillment of the international requirements and standards approved by the International Civil Aviation Organization "ICAO".

It approved the draft strategy submitted by Minister of Planning and Development Abdulaziz al-Kumaim regarding food systems paths in the Republic of Yemen, "Towards sustainable food systems prepared by the Coordinating Secretariat to raise the level of nutrition in Yemen."

The strategy focuses, through a number of plans, policies, programs, projects and activities, on advancing the status of the most vital sectors, agriculture, fisheries, industry, education, social protection, water, environment and health, and its vital role in enhancing food security and raising the level of nutrition in Yemen, especially the fish, agricultural and irrigation sectors, by expanding Job and income opportunities for all fishermen and access to a sustainable livelihood that enables them to recover in order to provide the requirements for recovery and provide livelihoods for the population on the coasts.

The strategy seeks to increase agricultural growth rates and fight poverty through the production of food commodities for consumption and marketing, improve and diversify nutrition sources, increase dependence on food resources, improve income and access to food, in addition to emphasizing the expansion of nutrition interventions in the health sector to include all vulnerable groups by strengthening Nutrition interventions in hospitals.

The Cabinet stressed that the Minister of Planning and Development, through the Secretariat is to prepare mechanisms and perceptions of determinants, and the determinants of the basic implementation plan for each track separately and to launch the start of work in implementing the national tracks and to submit detailed reports on the level of progress to the Council periodically.
