Sana'a – Saba:
The Humanitarian Operations Coordination Center (HOCC) issued on Thursday a notice to ship owners, operators, fleet managers, and shipping associations regarding the risks of dealing with ports of the Israeli enemy.

Text of the Notice:
We would like to inform you that the Yemeni Armed Forces announced in a statement on July 27, 2025, the commencement of the fourth phase of the naval blockade on the usurping Israeli enemy entity. The statement included the following:

"In light of the rapidly escalating developments in occupied Palestine, particularly in the Gaza Strip—where the genocide continues, thousands of our Palestinian brothers and sisters have been martyred due to ongoing aggression and a months-long siege, amid Arab, Islamic, and global silence—Yemen, faced with these horrific and unprecedented massacres in our modern history, finds itself compelled by religious, moral, and humanitarian duty to stand with the oppressed. The people of Gaza endure relentless killing, destruction, airstrikes, land and naval bombardment, starvation, and thirst under a suffocating siege—crimes no human can accept, let alone Arabs and Muslims."

Accordingly, the Yemeni Armed Forces have decided to escalate their military operations and begin implementing the fourth phase of the naval blockade on the Israeli enemy, effective July 27, 2025, at 23:51 Sana’a time (20:51 UTC). This phase includes targeting all vessels affiliated with any company dealing with Israeli enemy ports, regardless of the company's nationality, wherever they can be reached by the Yemeni Armed Forces.

The Yemeni Armed Forces warn all companies to immediately cease dealings with Israeli enemy ports as of the announcement of this statement. Failure to comply will result in their vessels being targeted—regardless of destination—anywhere within reach of Yemeni missiles and drones.

The Yemeni Armed Forces call upon all nations seeking to avoid further escalation to pressure the enemy to halt its aggression and lift the siege on Gaza, as no free person can accept what is happening.

"The actions of the Yemeni Armed Forces reflect our moral and humanitarian commitment to the plight of the Palestinian people. All military operations will cease only when the aggression against Gaza stops and the siege is lifted."

In light of the above, and out of concern for the safety of your vessels and crews, the Humanitarian Operations Coordination Center (HOCC) strongly advises shipping companies and all vessels to refrain from any dealings with ports of the usurping Israeli enemy entity.

We hope for your understanding of this humanitarian, moral, and religious measure and urge you all to stand united in stopping the crimes of genocide, starvation, and the suffocating siege imposed on Palestinian civilians—including children, women, and the elderly—in Gaza, and to ensure the immediate and unrestricted entry of food, water, and medicine.
