Egyptian Minister of Electricity and Renewable Energy, Dr. Mahmoud Esmat, discussed the latest developments in the implementation of the Dabaa Nuclear Power Plant project with Andrey Petrov, First Deputy Director General of the Russian State Atomic Energy Corporation Rosatom, according to a statement issued by the Ministry on Wednesday.
The statement stated that the meeting was held at the Ministry's headquarters in El Alamein City, in the presence of Dr. Sherif Helmy, Chairman of the Egyptian Nuclear Power Plants Authority.
The statement explained that the meeting addressed the progress of work on the project at various levels, in addition to discussing ways to enhance coordination and monitor the implementation of the Dabaa Nuclear Power Plant phases.
The two sides also discussed the training program for the technical personnel required to operate the plant, emphasizing the importance of intensifying efforts in this regard to ensure the readiness of the human resource upon commencement of operation.
In April 2025, the Egyptian Nuclear Power Plants Authority announced the completion of the concrete pouring for the first phase of the second level of the reactor containment building in Unit 2 of the Dabaa Nuclear Power Plant, carried out by experts from the Russian company Atomstroyexport.
The Russian ambassador to Egypt, Georgy Borisenko, confirmed that Russia expects Egypt's first nuclear power plant, El Dabaa, which is being built jointly by the Russian state-owned company Rosatom, to be fully operational by the end of February 2030.
The El Dabaa nuclear power plant is Egypt's first nuclear power plant and will be built in the city of El Dabaa in Matrouh Governorate on the Mediterranean coast, approximately 300 kilometers northwest of Cairo.
The Russian state-owned company Rosatom is the main supplier of nuclear technology. In particular, the state-owned company produced five sets of reactor equipment in 2023, the fully built Belarusian nuclear power plant was delivered to the contractor, and permission was obtained to operate the first power set at the Akkuyu nuclear plant in Turkey.
In November 2015, Russia and Egypt signed an agreement on joint cooperation to build a nuclear power plant in the El Dabaa area overlooking the Mediterranean Sea in northern Egypt. Contracts for the plant entered into force in December 2017, while Russian President Vladimir Putin was in Cairo.
The Dabaa plant includes four Generation 3+ pressurized water reactors with a total capacity of 4,800 megawatts, each with a capacity of 1,200 megawatts. The first reactor is scheduled to be commissioned in 2028.
