SANA'A April 16. 2024 (Saba) - A meeting chaired by the Minister of Electricity and Energy in the caretaker government, Dr. Muhammad Al-Bukhaiti, and including the technical team for preparing the standard document for investment under the build, operate, and transfer of ownership (BOT) system, today,Tuesday, discussed the steps taken to prepare the document.

The meeting, which included the team’s legal advisor, Dr. Abdulqader Al-Shami, and the team’s leader, Abdulaziz Makrad, reviewed the three executive stages of the bot projects, which include the first (competition - document preparation), the second (construction - delivery), and the third (starting operation - transfer of ownership).

The meeting stressed the need to complete the remaining procedures to complete and deliver the document, with the need for it to include the tasks and powers of all parties in the document, the standards for the operating mechanism and the import of materials, and coordination procedures with the General Electricity Corporation to arrange the procedures for transporting and distributing energy.

It stressed the importance of completing the development of the financial visualization model as one of the most important components in the investment contract with the bot system due to its implications within the contract, testing the economic feasibility, completing the remainder of the document and submitting it in its final form during the next week.

The meeting reviewed the procedures for submitting the document with the annexes attached to it, the most important of which is the executive mechanism for operating and issuing the accompanying decisions, approving them by the Energy Activities Council, and submitting them to the Prime Minister for approval.

It praised the efforts of the technical team during the past months in preparing the document, which was completed for the first time in Yemen, so that various government sectors could benefit from it in implementing investment projects in their infrastructure.

The team reviewed the legal frameworks that were relied upon to complete the document, most notably Electricity Law No. 1 of 2009, in order to achieve a qualitative shift in the electricity sector, especially in the current circumstances that the country is going through.
