SANA'A March 29. 2024 (Saba) - Bajil district in Hodeida governorate considered one of the most promising districts in the field of development, due to its strategic location and natural resources, which has begun to receive official attention for implementing a number of projects.

The government and the leadership of the local authority in the governorate directed to select Bajil from the model districts and approve and implement a package of projects keep pace with the actual areas.

Indicators of this trend were evident in a series of meetings, field visits, and movement of leaders in the country headed by the Deputy Prime Minister for Services and Development Affairs, the Deputy Director of the Office of the Presidency of the Republic, and laying of a foundation stone and the inauguration of a number of projects.

Developmental prospects and dimensions:

Bajil district located within the central part of Hodeida governorate, 55 kilometers northeast of Hodeida City, and extends from the borders of Al-Marawah district to Sana’a and Al-Mahwit Governorates, it is considered one of the largest districts with an area of (1,653.3) square kilometers, and its population is 287,653 people, it is considered the main gate to Hodeida governorate.

It was chosen as a successful directorate, after a comprehensive study, evaluation, and careful analysis of the current situation, such as a strategic vision with dimensions to transform it into a model directorate, within the paths that direct the state to address challenges and achieve.

Bajil district has many competitive advantages that qualify it for a qualitative developmental transition that serves the interests of society and the country’s economy, as it is full of large areas and enjoys agricultural capabilities in which several successful experiments were conducted to achieve high productivity in the cultivation of cotton, vegetables, fruits, grains, livestock, and honey production.

An area of it is also characterized by the presence of a natural beach in the Al-Arj area on the Red Sea coast, with a length of 35 kilometers. It will play a role in enhancing tourism movement and developing fishing activity, and there are a number of factories that were affected by the aggression.

Among the advantages of Bajil district that it represents an essential artery for public and commercial transportation and the passage of goods trucks from the port of Hodeida to several governorates, as it is located on the main line linking the district to the center of Hodeidah Governorate and the northern governorates.

On the agricultural side as well, the Bajil distinguished by the passage of a number of water valleys, such as Siham and Sardad in the district, and its feeding of artesian and surface wells and irrigation of agricultural lands despite the spread of sand dunes, and more than 33 agricultural, cooperative, fishery and social societies, entities and institutions working in the field of agriculture and supporting agricultural and animal production operate in it.

Challenges and needs:

The directorate suffers from major challenges in its service needs represented by the road construction and asphalting network, rehabilitating and maintaining electricity lines and generators, covering the existing service deficit, keeping pace with the need for water, sanitation, hygiene and environmental sanitation projects, and treating all damages resulting from the aggression and the repercussions of the siege.

It also suffers from great pressure on basic services as a result of the increasing population density and displaced people, as there more than eight thousand displaced people from Hodeida and other governorates, in addition to the need to improve the income and living standard of the community.

The aggression and its repercussions caused direct damage and severe challenges to the service and development performance of the directorate, and the need to support projects to enhance resilience and recovery for institutional building and support and stimulate social, economic and agricultural development programs.

Among the facilities that damaged by the aggression’s bombing the Central Agricultural Region building, which was no longer in service, the literacy training center, the treatment plant of the Water and Sanitation Foundation branch, and the Youth Office building, in addition to many local farms and offices being damaged.

The repercussions of the aggression led to the cessation of projects to support education and rural water, the deterioration of the dialysis center, and the cessation of Bajil Cement Factory and the Bajil Food Industries Complex, causing suffering and deprivation to more than 1,400 families of workers and employees.

These repercussions resulted in a large gap in support for rural community projects, many problems in health services, high dropouts from education, and six schools stopping providing educational services.

The local authority in the governorate, the directorate, and the offices of the executive bodies are struggling to continue providing basic services, facilitating their use, and performing the tasks associated with it's to improve the ability to withstand and self-reliance in difficult circumstances due to absence of capabilities and the cessation of support for investment development program projects.

The first good:

As part of the drive to address the service and development challenges in Bajil district and move it to a model district, a matrix of service and social solidarity projects approved during the launch of the preparatory program for these projects headed by the Deputy Prime Minister for Services and Development Affairs, Dr. Hussein Maqbouli.

The number of projects to be implemented is 116 projects worth 12 billion, 661 million and 582 thousand riyals, distributed among three projects in the field of public works and roads, 59 projects in the field of water and environment, 12 in the field of electricity, 37 in the field of health, and five projects in the municipal sector.

Recently, work launched on projects to improve and expand the eastern entrance to the city of Bajil, incline, fill and asphalt the northwestern ring line, restore excavations and create an asphalt layer on the southern ring street and the main street in the city of Bajil, rehabilitate the lighting network for the main street, dig three water wells, and maintain and expand the electricity network for the city and its suburbs.

Work currently underway on the asphalting and maintenance project for Sana’a Street from Al-Sammad Roundabout to Bab Al-Naqa point, with a length of six kilometers, and the south-eastern ring line with a length of four kilometers from Al-Sammad Roundabout to the Jabal Al-Sharif Cement Factory roundabout, which are being implemented by the General Authority for Roads.

Work also continuing on the project to rehabilitate and improve the Bajil - Al Junaidiyah - Al Salif road, with a length of more than 33 kilometers, funded by the United Nations Office for Project Services (UNEPS).

Last September, eight projects opened in the fields of education, water, and roads, funded by the World Food Program and implemented by the Bina Development Foundation, which included the rehabilitation and restoration of the sports club, the construction of classrooms, and the restoration and rehabilitation of the two Martyrs’ schools in Ranfa.

The projects that were inaugurated also included the construction of the Al-Mahjariya village water tank, the Al-Mazariqa agricultural canal, and the protection walls in Al-Mughariyah.

In the agricultural field, the General Corporation for Grain Development and Production, in coordination with the agricultural cooperative societies of grain producers in Hodeida governorate, launched a project to reclaim agricultural lands affected by floods in the Al-Haij area in Bajil district.

During the past week, the General Authority for Agricultural Research and Extension, in cooperation with the Bajil Agricultural Cooperative Society, launched work on a preparation project to establish a community seed bank to support farmers in Bajil, during which a quantity of improved seeds distributed to 100 farmers in the district.

The project aims to train targeted farmers in the stages of selecting, sterilizing and improving seeds, through establishing field schools to implement the guidance process during the production of improved seeds.

During the recent period, the Bajil directorate witnessed the conduct of successful research experiments to grow 20 varieties of wheat, the implementation of a number of training programs to build the capabilities of the administrative body of agricultural cooperative societies, and the launch of field programs for a number of grain crops within the framework of supporting and encouraging farmers.

Visions and ambitions:

The features of strengthening steadfastness and implementing projects in the directorate are still in the beginning stage, as the governor of the governorate, Muhammad Qahim, confirmed that the selection of Bajil as a model directorate for projects in the services and solidarity sector was made according to a set of practical, geographical, developmental, administrative and other criteria.

He pointed out that these projects translate the directives of the leader of the revolution, al-Sayeed Abdul-Malik Badr al-Din al-Houthi, and the head of the Supreme Political Council, Mahdi al-Mashat, stressing that choosing Bagil as a model directorate does not mean ignoring the rest of the governorate’s directorates, underestimating their importance, or depriving them of project implementation priorities.

For his part, Director of the Directorate, Abdel Moneim Al-Rifai, explained the priorities of the directorate’s current need for projects in the areas of roads, water, health, electricity and other social solidarity programs and motivating the community towards initiatives.

He stated that the local authority in the district is working continuously in coordination with the governorate’s leadership and concerned parties to implement service and development projects as priorities.

In turn, the Director of the Planning and Development Office in the governorate, Arafat Amer, indicated that the Bajil district represents great importance in the development aspect, indicating that the plan to evaluate and analyze the current situation of the district has been updated in accordance with the national vision for building the modern Yemeni state for the years 2022 - 2030 AD, which includes many details that keep pace with it's needs and to achieve it's ambitions.
