The Higher Education Sector at the Ministry of Education and Scientific Research concluded on Wednesday its annual review sessions for the performance reports of public and private universities and community colleges for the academic year 2023–2024.
The final session focused on performance assessments of Ibb University and Ibn Al-Nafees University of Medical Sciences.
Minister of Education and Scientific Research Hassan al-Sa’adi emphasized the importance of presenting and reviewing annual reports to gauge institutional performance, track the implementation of strategic plans and programs, and identify shortcomings and areas for improvement to enhance the quality of higher education outcomes.
He praised the efforts of university and ministry leaderships operating under difficult circumstances—particularly Ibb University, which, despite significant challenges, has made notable progress under new leadership. The university has taken steady steps in reform and development, integrating with the local community to launch various initiatives aimed at improving educational quality and aligning outputs with labor market needs.
Minister Al-Sa’adi urged universities to operate with national commitment and dedication to bridge institutional gaps and pursue continuous improvement in academic programs and infrastructure.
Deputy Minister Dr. Hatim al-Duais commended the leadership of Ibb University for successfully completing its annual report and addressing the challenges it faced during the reporting period. He described the annual report review process as a vital tool for evaluation and reform, allowing universities and colleges to highlight achievements, recognize challenges, and propose practical solutions.
Meanwhile, Undersecretary of the Higher Education and Scientific Research Sector Dr. Ibrahim Luqman highlighted the significant accomplishments of Ibn Al-Nafees University, noting its rapid development. He stressed the importance of the review process in shedding light on institutional progress and encouraging academic and educational advancement.
Dr. Luqman also confirmed that the outcomes of these reviews will contribute to the national classification of universities and enable the ministry to build a robust database and performance indicators for Yemen’s higher education landscape. Over the past two months, he noted, the review committee evaluated reports from 98 public and private universities and community colleges.
During the closing session, attended by Secondary Education Sector Undersecretary Dr. Zaid Al-Hadhoor, Ibb University Rector Dr. Nasr al-Hujaili presented the university’s annual performance report. The report covered strategic directions, student and faculty statistics, human resources, financial affairs, project implementation, governance, quality management, digital transformation, community service, education and learning, postgraduate studies, research, and student activities.
Dr. al-Hujaili stated that Ibb University had faced major challenges during the ongoing aggression, including staff shortages and operational disruptions.
However, in the past two years, the university successfully conducted an internal and external environment analysis, identified strengths and weaknesses, and developed a strategic vision. Steps included acquiring essential lab equipment, equipping several faculties, and adhering to the academic calendar.
Ibn al-Nafees University’s Board of Trustees Chairman Dr. Khaled al-Dar’i and University Rector Dr. Abdulsalam Dallaq presented the institution’s performance report, highlighting achievements in strategic planning, infrastructure and research development, governance, quality assurance, digital automation, human resources, finance, student activities, and community service.
They confirmed that the university had published over 100 scientific papers in international journals, including 37 innovative studies that received patents from international institutions.
The university also signed local cooperation agreements with 36 hospitals and medical institutions and secured over ten international academic and research collaboration agreements. Additionally, it has established some of the most advanced medical laboratories and equipment in Yemen.
