[29/ July/2025]

Dhamar - SABA:

The General Authority for Endowments in Dhamar Governorate organized an expanded meeting today with endowment agents and officials from the districts of Dhamar, Ans, and Mayfa'at Ans, coinciding with the upcoming anniversary of the Prophet’s birthday (Mawlid al-Nabi) under the slogan "Endowments for Their Designated Purposes."

The meeting reviewed mechanisms for preparing accounts of agents and officials responsible for endowment funds and properties, mosque budgets, and expenditure reports by endowment agents. It also examined models for agricultural revenue accounting, data on wells dug in endowment lands, collected revenues, and major beneficiaries of endowment lands and properties.

During the meeting, Ahmad Al-Dawrani, the governorate’s general mobilization official, emphasized the importance of collective cooperation and proactive efforts to safeguard endowment funds as a religious trust. He stressed that any negligence or mismanagement by those responsible for endowment funds constitutes a breach of trust and a violation of donors’ wills.

He urged endowment directors and district agents to align with the Authority’s plans to regulate operations and improve performance, contributing to the preservation and development of endowment assets.

Al-Dawrani called on everyone to participate in preparatory activities for the Prophet’s birthday anniversary and to mobilize for the central event.

Meanwhile, Faisal Al-Hatfi, Director of the General Authority for Endowments branch in the governorate, stressed the need to double efforts and work as one team to preserve, maintain, and develop endowment properties while collecting accumulated endowment revenues.

He highlighted the importance of adhering to modern mechanisms and models for monitoring and collecting endowment resources, ensuring a shift from previous bureaucratic practices to an organized system that enhances performance with accuracy and transparency.

Al-Hatfi urged endowment branch directors and agents to prioritize mosques and contribute to commemorating the Prophet’s birthday, praising their efforts in protecting and developing endowment funds.

For his part, Sheikh Ibrahim Al-Hamzi, a member of the Yemeni Scholars Association, outlined key challenges facing endowments, including:
- Ignorance of endowment rights
- Attempts to misuse endowment properties by those with limited awareness
- Overcrowded cemeteries
- Issues related to neglected, forgotten, or undocumented endowments

He stressed the need to criminalize violations against endowments and promote a culture of endowment through a national awareness campaign involving media outlets and all relevant institutions, with officials leading by example.
