The Government of Change and Construction continues to implement comprehensive reforms aimed at rebuilding state institutions on modern and effective foundations. These efforts are grounded in principles of transparency, the activation of oversight and evaluation mechanisms across all administrative levels, and the correction of long-standing structural imbalances.

In line with its commitment to fulfilling citizens’ aspirations, the government—through its ministries and institutions—is working to achieve sustainable development that has a tangible impact on people’s daily lives. This includes advancing infrastructure, enhancing the quality of essential services in education, healthcare, water, and electricity, supporting the agriculture, fisheries, and industrial sectors, and implementing economic empowerment initiatives.

The government is also making significant strides in strengthening its partnership with expatriates by developing practical solutions to their challenges and safeguarding their rights. These measures aim to facilitate their integration in host countries while encouraging them to invest in their homeland and contribute meaningfully to the national development process.

The Government of Change and Reconstruction has taken concrete steps to strengthen monetary stability, improve currency circulation in local markets, and facilitate daily transactions for citizens. These measures reflect the government’s commitment to safeguarding the national economy and restoring public confidence in the local monetary system amid ongoing challenges.

Last week, a series of meetings were held with ministries, public institutions, government agencies, and local authorities. These discussions focused on identifying priority projects and establishing general directives to ensure their effective implementation—addressing citizens’ needs, supporting a sustainable economy, and advancing comprehensive development.

Yemen’s support for the Palestinian people, their just cause, and Mujahideen in Gaza remains unwavering. This support is rooted in Yemen’s firm religious, humanitarian, and moral principles.

During the past week, Yemeni operations in solidarity with Gaza continued, with the launch of 15 hypersonic missiles and drones targeting Israeli enemy sites in occupied Palestine—including Jaffa, Ashdod, the Negev, Umm al-Rashrash, Beersheba, Ashkelon, and Hadera.

The maritime blockade against the Israeli enemy remains in force, and the port of Umm al-Rashrash (Eilat) has once again been completely shut down.

Tribal gatherings and mass demonstrations were organized across the capital and various governorates in solidarity with the Palestinian people and in condemnation of the ongoing siege and starvation. Demonstrators declared, “We will not stand by in the face of Gaza’s annihilation and the desecration of our nation and its sanctities,” while announcing a state of alert and full preparedness for the battle of “the Promised Conquest and Sacred Jihad.” The people reaffirmed their readiness to wage jihad in Gaza and to directly confront the enemy in obedience to God Almighty, in defense of the oppressed, and in unwavering support of the Palestinian people and their just cause.

Mobilization activities continued, particularly training. The number of those trained in combat in "Al-Aqsa Flood" open courses reached 1.7 million. The General Mobilization Department organized maneuvers for graduates that demonstrated fitness, discipline, and precision in hitting targets, storming virtual enemy positions, and high readiness to support and assist the Palestinian people in Gaza and defend the homeland, its security, and stability.

Seminars were held to introduce the nature of the conflict with the American and Israeli enemies and the means to confront them. Scholarly meetings were held, providing an inspiring model for religious scholars and mosque preachers throughout the rest of the Islamic world.

A tweeting campaign was launched on the social networking site "X" to expose the crime of siege and starvation in Gaza, amid the ongoing American-Zionist blockade of the Strip. This campaign aimed to break the silence and expose the genocide that has reached its peak.

Among the activities supporting Gaza and its people, the "Tale of a Feather" art exhibition was opened from Sana'a to Gaza. Organized by a group of young creative artists over four days, the exhibition featured more than 150 creative paintings that expressed the creativity of the young artists and their visual and spiritual vision of the events taking place in the homeland and the suffering of the brotherly Palestinian people in the Gaza Strip due to aggression and blockade. The exhibition also highlighted Yemen's authentic heritage and its rich and diverse cultural, historical, and civilizational legacy. Last week, public speaking and cultural events continued to commemorate the martyrdom of Imam Zaid ibn Ali (peace be upon them).

As part of his commitment to monitoring and evaluating the performance of ministries and enhancing coordination and integration among various government sectors, thus contributing to improving performance and achieving national goals, Prime Minister Ahmed al-Rahawi met with the Ministers of Youth and Sports; Agriculture, Fisheries and Water Resources; Information and Social Affairs; Economy, Industry and Investment; Finance; Electricity, Energy and Water; Oil and Minerals; and Health and Environment.

The meetings discussed the status of the ministries and their affiliated institutions and bodies, reviewed the challenges they face and ways to address them, and monitored the progress of the implementation of priority programs, activities, and projects, as well as the guidelines for preparing the general budget for the year 1447 AH and the related spending plan.

The Prime Minister emphasized the importance of focusing on key priority service areas, particularly in the sectors of agriculture, education, economic empowerment, and local community support initiatives in various directorates. Priority was given to road paving projects, water supply, and the construction of water barriers.

He noted the efforts made by the national media to confront the media empires affiliated with the aggression coalition and its mercenary and agent mouthpieces, in addition to its enlightening and educational role in society

Opening of the Expatriates Information Center:

Prime Minister Ahmed al-Rahawi, accompanied by Deputy Prime Minister and Minister of Administration and Local and Rural Development Mohammed al-Madani, inaugurated the Expatriates Information Center, the operations room, and the website of the Expatriates Sector at the Ministry of Foreign Affairs. This qualitative step aims to enhance communication with Yemenis abroad, provide a comprehensive and updated database on them, monitor their issues, and address the challenges they face in their host countries and at home.

The center also represents a national platform to encourage Yemeni expatriates and businessmen abroad to invest domestically by providing necessary facilities and information and opening direct channels for coordination and cooperation.

The Prime Minister emphasized the importance of communicating with expatriates from the occupied governorates and addressing their issues. He directed the Ministry of Foreign Affairs to work to resolve their problems and strengthen their connection to their homeland.

The Ministry of Foreign Affairs seeks to frame migration and work abroad within clear legal and institutional frameworks and to build a comprehensive national database that will contribute to supporting decision-making and formulating policies related to the external labor market and expatriation.

Government Communication with the International Community

As part of its national responsibilities and ongoing efforts to expose the violations being committed against the country, the Ministry of Foreign Affairs continues its communications and diplomatic efforts with the United Nations and the international community to hold them accountable for their legal and humanitarian responsibilities regarding the deteriorating situation in the country.

The Ministry of Foreign Affairs demanded the abolition of the United Nations Verification and Inspection Mechanism (UNVIM) in Djibouti, which has become outside the context for which it was established and no longer serves its stated humanitarian purpose.

It expressed its dissatisfaction with the United Nations' disregard for the repeated messages it sent regarding the new arbitrary measures the inspection mechanism began implementing on July 4, 2025. It emphasized that the comprehensive physical inspections, individual container openings, and the requirement that goods be allowed to pass without exception are not merely an update to the procedures, but rather a dangerous escalation in the stifling economic blockade imposed on the Yemeni people.

The Ministry of Foreign Affairs emphasized that this dangerous shift in the nature of the mechanism's work represents a deviation from the UN's supposed humanitarian role, undermines confidence in its impartiality and credibility, and transforms it into a party contributing to the exacerbation of the humanitarian crisis rather than contributing to its resolution.

In an official letter addressed by the Minister of Foreign Affairs and Expatriates, Jamal Amer, to the President of the Security Council for July 2025 and the Secretary-General of the United Nations, the Republic of Yemen reiterated its commitment to the principle of freedom of maritime navigation, emphasizing that this commitment does not extend to the Israeli entity or those providing it with logistical, military, or economic support, in light of the ongoing aggression on the Gaza Strip.

The Government of Change and Reconstruction advised all governmental and private entities to refrain from dealing with any assets or interests linked to the Israeli entity, to avoid any potential risks that may arise from the continued aggression.

The letter emphasized that the Yemeni Armed Forces are growing stronger and more disciplined and are continuing to carry out their operations with the aim of halting the aggression and lifting the blockade on Gaza, in accordance with the principles of international humanitarian law and international human rights law.

The Ministry of Foreign Affairs and Expatriates expressed its rejection of the UN envoy's statement regarding the issuance of a new currency, stressing that it reflects a clear bias toward the aggressor states and their mercenaries and a departure from its role as a neutral mediator.

It explained that the issuance of the currency was carried out by the Central Bank in Sana'a based on a financial and professional study to replace damaged banknotes, without any negative economic impact.

It emphasized that the priority today must be to end the aggression and lift the blockade to alleviate the suffering of the Yemeni people and enable them to live in peace.

Tackling the Monetary System

The Ministries of Finance and Economy, Industry, and Investment commended the measures taken by the Central Bank as part of its plan to restore the monetary system, including the introduction of the second edition of the 200-riyal banknote and the minting of a new 50-riyal banknote.

The two ministries emphasized that these steps fall within the bank's legal duties and aim to address the problem of damaged banknotes and mitigate the effects of the economic war that has systematically targeted the national currency by the aggressor states and their mercenaries.

The Governor of the Central Bank of Yemen issued Decision No. (2) of 1447 AH prohibiting the mutilation of the second edition of the two-hundred-riyal banknote.

The decision prohibits the mutilation of the second edition of the two-hundred-riyal banknote, whether by writing, drawing, engraving, stamping, perforating, or reducing its size. Mutilated banknotes are considered void and non-tradable.

The decision also prohibits all financial and non-financial institutions from circulating mutilated currency. Anyone who violates this decision will be subject to accountability and legal penalties.

Simplifying Government Procedures

The Ministries of Transport and Public Works and Administration and Local and Rural Development organized a workshop on "Developing Services and Simplifying Procedures for Service Seekers and Taxpayers." This workshop is part of government efforts to enhance the efficiency of institutional performance and improve the quality of services provided to citizens, keeping pace with modern technological and administrative transformations.

Simplifying procedures and developing services are a priority for the Government of Change and Construction, as they are effective tools for alleviating citizens' suffering and achieving a qualitative transformation in institutional work. The workshop concluded with several recommendations, most notably accelerating the implementation of automation programs and electronic windows, preparing a unified guide for government procedures, and training administrative staff on modern technical systems.

A unified electronic system

In line with the government's commitment to modernizing performance and facilitating citizens' lives, the National Team for Simplifying Procedures and Improving the Quality of Public Services has approved the rollout of a unified electronic system for public service centers and transaction tracking in public service units.

This approach reflects the government's commitment to keeping pace with technological developments and leveraging modern digital solutions to improve the efficiency of government services by simplifying procedures, accelerating transaction completion, and reducing the bureaucracy and administrative complexities that have long burdened citizens.

This system also allows for diversification of service delivery channels and ensures easy access and higher quality, enhancing citizen confidence in state institutions.

It is worth noting that the unified electronic system for public service centers and transaction tracking has been implemented in three ministries on a pilot basis as a first phase. It is currently being developed based on the results of implementation and practical evaluation, to meet the requirements and specificities of various public service units.

Handing Over Ministries' Plans

As part of the practical steps toward implementing the plans for the year 1447 AH, the Planning Sector at the Prime Minister's Office received the executive matrix for the Ministries of Civil Service and Administrative Development, Interior, Health, Transport, and Public Works. The matrix includes project cards, priority lists, and general guidelines upon which the implementation of the plans will be based in the next phase.

This step reflects the Government of Change and Reconstruction's commitment to enhancing coordination and integration between executive agencies and ensuring that the year begins with realistic plans with clear objectives and paths, aligned with national priorities and responsive to citizens' needs.

These matrices are a practical tool for translating general directions into implementable programs and projects. They enable relevant authorities to continuously monitor and evaluate performance, identify challenges, and urgently correct course of action when necessary.

The receipt of these matrices also reflects the ministries' commitment to actively participating in implementing the government's program and achieving the objectives of the phase, especially given the focus on infrastructure projects, improving services, and enhancing institutional performance in vital sectors that directly impact citizens' lives, such as health services and transportation.

Opening of Aqabat Tharah Road

As part of efforts to alleviate the suffering of citizens, Aqabat Tharah Road, linking Bayda and Abyan governorates, was reopened after removing all obstacles and war remnants. This was in accordance with the directives of the Leader of the Revolution, Sayyed Abdulmalik Badr al-Din al-Houthi, and the President of the Supreme Political Council, His Excellency Field Marshal Mahdi al-Mashat, to alleviate the suffering of the people of Bayda and Abyan governorates and travelers who had been suffering due to travel by other roads.

The Government of Change and Construction and the people of both governorates hope that the other party will respond to this step, which serves the citizens who bear all the burdens resulting from the road closures.

Attention to Education

The Government of Change and Construction is committed to education and places it at the forefront of its priorities, recognizing its pivotal role in building human capital and achieving national renaissance. The Ministry of Education and Scientific Research continues its efforts to enhance the quality of education and overcome challenges, believing that education is the foundation of development and stability. In this context, the Minister of Education and Scientific Research, Hassan al-Sa'adi, inspected the progress of the educational process in the capital, Sana'a.

The Minister of Education and Scientific Research emphasized the importance of integrating efforts and everyone assuming their national and educational responsibilities, which contributes to the stability and continuity of the educational process. He noted the significant efforts made by educators in the field, appreciating their ability to overcome the challenges and difficulties imposed by the exceptional circumstances facing the country as a result of the ongoing aggression and blockade.

Al-Sa'adi and Health and Environment Dr. Ali Shaiban discussed mechanisms for enhancing joint cooperation in the health sector within educational institutions, activating school health services, and the possibility of opening a mini-health unit in major schools to ensure the health and safety of students.

Sana'a University achieved an unprecedented record in its history, advancing 1,500 places in the 2025 Webometrics World University Rankings issued by the Spanish Higher Council for Scientific Research. The ranking results for the current July edition showed that Sana'a University advanced from its rank of 3562 in February to 2056 globally, out of more than 32,000 universities worldwide. The move surpassed established Arab, regional, and international universities, placing first among public and private universities, 191st in the Arab world, and 1758th in Asia.

The computer lab was opened at Gamal Abdel Nasser High School for the Gifted in the capital, Sana'a. The lab, provided by the Customs Authority, includes 40 computers and benefits 700 outstanding students and administrative staff.

According to the Customs Authority, this initiative aims to draw the attention of government agencies and the private sector to support education, given its importance in achieving economic and social renaissance in various fields, ensuring the full benefit of educational outcomes. The second-round exams for male and female students taking the Basic Certificate for the 1446 AH academic year have begun. This provides a valuable opportunity for students who failed one or two subjects in the first round, as the ministry is keen to enable them to continue their educational journey and join their peers in secondary school.

School Bags for Children of Wounded Soldiers in Taiz and Lahj

The Social Welfare Department of the Ministry of Defense and Military Production, represented by the Social Welfare Division in Taiz and Lahj governorates, provided school bags for 204 children of wounded soldiers with disabilities and children of captured army heroes in the two governorates, as the least it can offer to honor the sacrifices of the heroes of the armed forces.

The new school year was launched at Al-Amal Center for Autism in Taiz governorate, which received approximately 90 children. The center offers a variety of services, including early intervention programs for children aged 3-20, rehabilitation programs, and services for multiple skills, motor skills, cognitive skills, social self-care, behavior modification, and, most importantly, social services, social integration, and reintegration into society.

Since its establishment in 2009, the center has achieved successes as a result of well-thought-out plans based on scientific foundations and previous experiences to bring children with disabilities up to the level of normal children and integrate them into society.

Occupation Violations Against Historical Sites

Minister of Culture and Tourism Dr. Ali al-Yafei and Aden Governor Tariq Salam discussed the ongoing violations targeting historical, archaeological, and tourist sites and monuments in Aden governorate and other occupied governorates.

The two sides emphasized that these violations, which include looting, vandalism, and deliberate destruction, aim to obliterate the cultural and religious identity of these governorates and replace them with alien cultures that contradict the religious and moral values of Yemeni society.

They emphasized the importance of unifying national ranks to confront these schemes that target Yemen's unity and the cohesion of its social fabric. They called on the free people in the occupied governorates to overcome differences, close ranks, and work to thwart the occupation's schemes, protect the country's historical and cultural heritage, and devote themselves to confronting the occupiers and purging them from these governorates.

Producing an Artificial Knee

The General Authority for Science, Research, Technology and Innovation revealed its success in designing and manufacturing a prototype of an advanced prosthetic knee using reverse engineering techniques, based on a modern German model. This represents a qualitative step toward localizing the prosthetic limb industry in Yemen. This will significantly reduce costs compared to global prices and expand the scope of local manufacturing to include other products such as upper and lower limb plates, which are currently imported at exorbitant costs.

The prototype was delivered to the Ministry of Health's Prosthetic Limbs Center for testing and technical feedback, in preparation for modification and transition to mass production.

This project came in response to the significant suffering faced by institutions concerned with caring for the wounded and disabled, given the high prices of imported prosthetics and the difficulty of providing them. The Authority sought to bridge the gap between actual need and available technologies through a comprehensive study that resulted in advanced local production, which will open up broader horizons in the field of medical innovation and serve a wide segment of those in need.

Flood Damage Treatment

Work was carried out in Ibb City to treat damage caused by floods caused by heavy rains. This is part of ongoing efforts to rehabilitate affected areas and improve infrastructure.

Work included removing debris and dirt from flood paths on Taiz Street and several streets in al-Mashnah district to ensure safe water flow and reduce potential future damage. This is part of the local authority and relevant authorities' commitment to protecting lives and property and enhancing preparedness to address emergency weather conditions.

The Emergency Committee approved a number of emergency measures and solutions to address flood damage and address recurring problems as quickly as possible.

The local authority in the governorate emphasized its commitment to ensuring the safety of citizens and preventing any potential damage from flooding. It directed the relevant offices to deploy all equipment and machinery to open flood paths and culverts and carry out their assigned tasks to ensure the safety of citizens. The geographical nature of Ibb city is one of the factors that increases the likelihood of flood debris accumulating in neighborhoods and streets. This calls for concerted efforts from all parties to support emergency teams and actively participate in the success of the campaign to remove damage and debris. This is to preserve public safety and the environment, ensure smooth traffic flow, and regulate future rainwater drainage.

Case Resolution

The Court of Appeal and its affiliated primary courts in Amran governorate resolved 9,496 cases out of a total of 15,360 cases pending during the past judicial year (1446 AH). Five thousand eight hundred and forty-six cases were postponed to the current judicial year (1447 AH).

The Public Prosecution in the governorate adjudicated 2,647 cases out of a total of 2,932 cases pending or referred to it during the past judicial year, with a completion rate of 90.28 percent. Meanwhile, 285 cases were postponed to 1447 AH.

The cases are disposed of by referring them to the competent courts at various levels with indictment orders.

Agricultural Activities and Projects

The local authority in Sana'a governorate has completed the rehabilitation of al-Hataresh Nursery for the production of agricultural seedlings in Bani Hashish District and reactivated its operations until the completion of the drilling of two water wells and their operation via solar energy systems. This will enhance the area, productivity, and diversity of the nursery's production of various seedlings, grains, and vegetables.

Al-Hataresh Nursery is one of the most important and largest nurseries in the governorate, covering an area of more than eight hectares. Operations at the nursery have ceased since 2012 due to the drying up of its water wells.

The nursery has completed planting apple, almond, grape, carob, and moringa seedlings, producing 20,000 apple seedlings and tens of thousands of seedlings of various fruit varieties, such as grapes and almonds. More than 120 plots of land have been reclaimed from the nursery's land and constructed a canopy. In addition, greenhouses have been activated.

In addition, furniture and office equipment were distributed to the agricultural sector in Sana'a governorate, its branches in the districts, and to agricultural development cooperative sector associations, worth 14 million riyals. This donation was funded by the governorate's Agricultural and Fisheries Projects and Initiatives Financing Unit, in line with the directives of the Leader of the Revolution, Sayyed Abdulmalik Badr al-Din al-Houthi, and the President of the Supreme Political Council, to advance the agricultural sector.

The equipment and furniture included 27 computers with modern printers, glass libraries, wooden desks, chairs, and hospitality items, to activate the role of agricultural offices and cooperative associations in achieving development.

In Hodeida, the process of receiving and delivering the first batch of contracted dates was launched as part of the import invoice management for the date crop for the year 1446-1447 AH. The first batch of dates received included 120 tons, distributed across three main agricultural areas in Al Hudaydah Governorate: 50 tons from al Suwaiq area in al-Tuhayta district, 55 tons from al Jah in Bayt al Faqih district, and 15 tons from al Nakheel in al- Durayhimi district. Contracts were signed with 25 local traders.

Further batches of dates purchased for this season will be delivered in the coming weeks according to a specific schedule. Receipts are being carried out based on precise technical and field standards, taking into account crop quality and collection locations, in cooperation with agricultural associations and representatives of the Ministry of Agriculture.

This step is the culmination of ongoing national efforts to support local date production and activate contract farming as a strategic economic option that ensures market stability and enhances self-sufficiency. This step is part of a comprehensive government policy aimed at reducing reliance on foreign imports by absorbing local crops through official channels and institutional partnerships with farmers and traders. Zabid Agricultural Association, with funding from the Project Financing Unit, is implementing a project to rehabilitate irrigation canals in Zabid Valley. This project is a joint effort between relevant authorities, the local authority, and Tihama Development Authority.

The project aims to conserve water and regulate irrigation, contributing to increased water resource efficiency and improved agricultural production in Zabid Valley. The project is valued at 189.5 million riyals.

The Badra Najah Agricultural Contracting and Consulting Foundation is implementing, on behalf of the Al-Balda Al-Tayyiba Association in al-Tuhayta district, a project to establish agricultural reserves. These projects aim to preserve plants and crops and provide a suitable environment to protect them from environmental and climate change. The project, valued at 50 million riyals, is being implemented.

The Executive Unit for Project Financing is working to finance and monitor specific agricultural projects, including irrigation, crops, and reserves, contributing to improving livelihoods and stimulating the rural economic cycle.

In Hodeida governorate, a dedicated milk tanker truck was launched. The truck, provided by the United Dairy and Food Industries Company (Nana Factory), in coordination with the Agricultural Cooperative Union, was donated at a cost of 30 million riyals. This initiative aims to support dairy value chains and enhance the infrastructure for transporting milk from collection areas to nearby factories, according to health and safety standards.

The tanker, with a capacity of 25,000 liters and equipped with modern cooling systems, represents a qualitative leap in the transport of milk from smallholdings and farms to dairy factories. It reduces pressure on collection points and develops the milk transportation system, contributing to reducing waste and improving the nutritional value of the final product.

As part of the Ministry of Agriculture, Fisheries and Water Resources' efforts to develop the palm sector, enhance food security, and encourage farmers to adhere to sound agricultural practices that enhance the competitiveness of local products, an awareness meeting was held for palm farmers in al-Nakhila area of al-Durayhimi District in Hodeida governorate.

The meeting discussed mechanisms for collecting high-quality dates, proper drying, marketing through agricultural cooperatives, and enhancing farmers' crop management capabilities to ensure improved date quality and increased market value in local markets.

The meeting falls within the national strategy to localize date production, achieve self-sufficiency, and reduce the import bill, which costs the country millions of dollars annually.

The state directed traders and date companies to purchase quantities of local production through cooperatives and work to improve packaging and marketing. Yemeni dates are distinguished by their high quality and deserve attention as an alternative to meet local market needs and boost farmers' income.

A seed bank was opened in Sharab al-Rawnah district of Taiz governorate, with a total value of $60,000, as part of the Food Security Response Project in Yemen. The bank aims to preserve local seeds, especially given Taiz Governorate's comparative advantage in growing maize and sorghum.

Makhlaf Manqadha Multipurpose Agricultural Cooperative Association in Dhamar governorate launched the distribution of wheat and legume seeds to farmers in the villages of Makhlaf Manqadha in Dhamar district, in cooperation with the General Corporation for Grain Development and Production. This distribution is in preparation for the 2025 autumn agricultural season and was coordinated with Bunyan Development Foundation, the governorate's agriculture sector, and the district's local authorities.

550 bags of wheat and legume seeds were distributed to farmers, including 100 bags of wheat seeds for 80 farmers.

The association received 152 tons of beans from 467 farmers in the area and delivered them to the General Corporation for Grain Development and Production. This is part of efforts to boost agricultural production, improve farmers' living conditions and income, and encourage them to double production

The General Corporation for Grain Development and Production purchased 3,800 bags of bean seeds from the association. These will be planted next season on 1,900 hectares. The minimum yield per hectare is estimated at two tons, which will help meet farmers' demand for bean and legume seeds in various governorates.

A field day was organized for vegetable farmers in the Hamdan district of Sana'a Governorate by the Small and Micro Enterprise Development Agency (SMEDA), affiliated with the Social Fund for Development (SFD). The field day targeted 60 farmers from the Wadi'ah sub-district in Hamdan district. This was part of the "Solid Activities" development intervention package project of the second additional financing project for the Social Protection Enhancement Project in Hamdan District. The project aims to technically support 60 small-scale vegetable farmers in the villages of Barish and Dharhan in vegetable production using modern agricultural techniques. The project includes providing technical and financial guidance and support from specialists for an entire season, with support for modern irrigation systems, inputs, and agricultural techniques. The project covers an area of one-quarter hectare per farmer in villages known for growing vegetables irrigated from sustainable wells in quiet isolation. The cost is $120,000, with a total agricultural area of 15 hectares.

The project includes interventions and activities to restore ponds and dams, build irrigation canals, and reclaim agricultural terraces in the villages of Dharhan and al-Lakmah, as part of a cash-for-work component worth $255,000.

The field day included field visits to several fields and greenhouses planted with carrots, tomatoes, potatoes, garlic, onions, zucchini, watercress, and grapes in the district.

Service Projects

A meeting attended by the Deputy Minister of Electricity, Energy, and Water, Acting governor of Taiz Ahmed al-Masawa, and the UNICEF Resident Representative, approved the exceptional provision of 70,000 liters of diesel per month to the local water and sanitation corporation in the governorate to operate wells supplying water to al-Hawban and the city, starting this July, for an initial period of three months, given the repercussions of the current situation in the country.

The meeting addressed the interventions required to meet the local water corporation's needs and the procedures for starting the second phase of the $1 million project to operate wells in al-Haymah-Habeer area of al-Taezeyah district, which is affiliated with the corporation. The UNICEF-funded project includes the rehabilitation of the solar energy system, the water network, and pumping works. The project will benefit 350,000 residents of al-Hawban, the city, and the communities within the water resources' reach.

Madhajin-al-Kharbah road project, linking Aa-Qafr districts in Ibb governorate and Wusab al-Ali in Dhamar governorate, is currently under construction. The 35-kilometer road passes through several areas and enclaves, starting with Madhajin, then Wadi Muhaq, al-Asloof, al-Barq al-Safil, al-Tawil, al-Hadid, al-Barq al-Ali, al-Kharbah, al-Mabhaya, and Sa'ani, reaching al-Kharbah in al-Qafrah. The project is being implemented with the support of the Central Emergency Development Interventions Unit, which provides diesel fuel as part of the Community Initiatives Project Support Program.

Work is underway to pave the road linking Bani Hashish district in Sana'a Governorate and Harib Al-Qaramish district in Ma'rib Governorate. The road, which extends 13 kilometers, is funded by the local authorities in both governorates and the Road Maintenance Fund, and is being implemented by the General Corporation for Roads and Bridges.

The project will contribute to alleviating congestion on alternative roads and facilitating access to services to the beneficiary areas, as it represents the closest road linking Sana'a to Marib. The Central Emergency Development Interventions Unit of the Ministry of Local and Rural Administration and Development, in coordination with the local authority in Ibb Governorate and al-Saddah Multipurpose Cooperative Society, launched the distribution of cement as part of the unit's contribution to support community initiative projects in Al-Saddah District.

The support comes in line with the directives of the revolutionary and political leadership to continue motivating the community and creating community mobilization, in coordination and cooperation with relevant authorities, to achieve a development renaissance, particularly in the most deprived rural areas.

The Minister of Electricity, Energy, and Water, Dr. Ali Saif, discussed with Ibb Governor Abdul Wahid Salah the status of electricity and water projects in the governorate and the procedures for completing their implementation.

The meeting reviewed the mechanism for rehabilitating the strategic al-Radmah water project, which is being implemented under the supervision of the Rural Water Projects Authority and funded by the United Nations Office for Project Services (UNOPS) and UNICEF at a cost of $2.2 million. The project will benefit 34,285 people in the district and surrounding areas.

In addition to the level of implementation of UNICEF-supported water interventions and projects in the governorate's urban and rural areas, the meeting also addressed the water project for the governorate's local water and sanitation corporation, which will be equipped with lithium storage batteries to replace diesel-powered generators with UNICEF funding.

In Al Hudaydah Governorate, bids were opened for the project to construct the outer wall of the fishing port in the coastal city of al Khobah in al-Luhayyah district. The project is funded by the Agricultural and Fisheries Production Promotion Fund, with a total value exceeding 62 million riyals.

The project is a priority for the General Authority for Fisheries in the Red Sea, as part of its plans to develop fishing ports and improve their operational and service environment.

The Public Works Office in Marib governorate handed over the sites of al-Haniyah Road and al-Aqaba Road projects in al-Abdiyah District to the implementing agency for completion.

The first project includes paving and improving rough sections of roads connecting the residential areas between the villages of Haniyah, al-Milh, al-Jinn, and al-Muqbil sub-district, with a length of eight kilometers. The cost is $116,000 and is funded by the Public Works Project.

The second project includes paving the 750-meter-long Shaab al-Aqaba Road in Al-Jinn Village, in addition to retaining walls worth $105,000.

The two projects are part of a series of development projects aimed at improving services and facilitating citizen movement in the targeted areas.

In Al-Bayda Governorate, work is underway on the Al-Hameem Aqaba Road paving project in the Hamra area of al-Taffa district. The project is valued at 47 million riyals, funded by the local authority, the Central Emergency Interventions Unit, and community contributions. The 2,400-square-meter road project includes construction works and culverts to drain rainwater, with 60 percent completion.

A sediment clearance project, along with barriers and protection for al-Sakit al-Hayash barrier, is also underway, valued at 37 million and 129 thousand riyals. This project is funded by the local authority and the governorate's Agricultural Projects Financing Unit.

The health unit project in al-Maidan sub-district in al-Sakit al-Hayash area, which had been stalled for years, is being completed. Additionally, the rehabilitation, restoration, and maintenance needs of the Al-Farouq Model Elementary School building in al-Qahaba sub-district in the Hamra district are being studied.

The implementation of service, development, and agricultural projects in Hamra area is part of the governorate's priority plans aimed at driving development and providing services to citizens.

Several community initiatives projects are being implemented in al-Rujum district of Mahweet governorate with support from the Central Emergency Development Interventions Unit. These include paving the Jabal Ahnam Road, Phases 2, 3, and 4, at a cost of 46 million and 171 thousand riyals, including 31 million and 361 thousand riyals in community contributions and 14 million and 810 thousand riyals from the Interventions Unit.

The project also includes paving the Beit Abu Zaid Road, Phase 5, at a cost of 16 million and 844 thousand riyals, and Aqbat al-Sadd Road, Phase 4, at a cost of 10 million and 546 thousand riyals, including 7 million and 569 thousand riyals in community contributions and 2 million and 977 thousand riyals from the Unit, as well as the completion of the Al-Nour School in Jabal Ahnam.

Work is underway on the stone paving project for Najd Makalla Road in al-Husha district of Dhale' governorate, implemented by the Executive Unit for Road Maintenance and Repair, at a cost of 18 million riyals, funded by the local authority, with a community contribution of 3 million riyals, and the Central Interventions Unit providing cement and diesel. The project to pave Al-Dala Street in the city of Damt in Ad Dali', which connects the city's main street to the intersection of Amer Street, is being implemented at a cost of 40 million and 500 thousand riyals. Funded by the local authority and the Red Crescent Society, with a community contribution of 8 million riyals, the project will contribute to alleviating traffic congestion and facilitating movement.

In addition, the Ministry of Finance delivered 20 cleaning vehicles (motorcycles with boxes) to the Cleaning and Improvement Funds in the Capital Secretariat and the governorates of Sana'a, Raymah, Sa'ada, Hajjah, Hodeida, Amran, Mahweet, and Dhamar, and the districts of al-Qa'idah and Yarim in Ibb governorate. The project is worth 40 million riyals.

The delivery of these vehicles is part of the approved plan to support the Cleaning Funds in collecting waste from neighborhoods and streets, enhancing cleaning efforts, and improving services across all governorates.

The project to rehabilitate and restore some streets in the capital Sana'a neighborhood in al Wahda district of the Capital Sana'a is being implemented at a cost of 278 million riyals. Funded by the Capital Sana'a and the community, it is being implemented by the Executive Unit for the Construction and Maintenance of Roads and Public Places. The first phase of the project includes the construction of a concrete surface bridge, stone paving, asphalt repairs, and maintenance of some streets, with a completion rate of 20 percent.

The General Telecommunications Corporation branch in Jawf inaugurated Yemen Mobile communications station, which was established earlier this year in the areas of Mu'aymara and the Bin Shihab Triangle in al-Maton district. This station will contribute to covering large areas in the districts of al-Mutun, al-Zaher, and al-Matmah, improving communications and providing them to citizens.

A project to connect fiber optic cables to the stations was launched in implementation of the information security policy adopted by the Ministry of Communications and Information Technology to protect the Yemeni telecommunications network from espionage and hacking.

The Health and Environment Office in Marib governorate distributed medical equipment, supplies, and medicines to six health centers and units in Majzar district, valued at $40,000, as part of efforts to improve health services and alleviate the suffering of patients unable to afford the cost of medication.

Jabal al-Sharq Multipurpose Agricultural Cooperative Society and the local authority in Jabal al-Sharq District, Dhamar governorate, launched the distribution of 2,462 bags of cement and 35,000 liters of diesel fuel, provided by the Central Emergency Development Interventions Unit, to support community initiative projects in the district as part of the program to expand and improve the quality and sustainability of rural road services - direct intervention. The distribution also included 5,000 liters of diesel fuel for community initiative projects to achieve comprehensive and sustainable development in the most needy remote areas.

Consular Department and Forensic Evidence

Capital Sana'a

The Government of Change and Construction is paying special attention to the Old City of Sana'a and is seeking to develop its infrastructure to ensure the sustainability of its heritage and the preservation of its architectural character.

The customs authority has resumed the application of the decision issued by the ministers of Finance, Economy, Industry and investment on supporting the local product since Thursday, July 19, as part of the state's efforts to support the local product and encourage national production, within the framework of the policy of localizing industries and enhancing the national economy.

Inauguration of 21 health midwives

In Marib governorate, 21 midwives started working in health facilities, after graduating from a diploma specialty three years ago, and distributed midwifery bags to them.

The Ministry of Health is keen to qualify midwives because there is a great need, especially in remote and deprived areas, and the midwifery profession is the main pillar in improving the health of the mother and newborn in particular and the health system in general.
