President of Supreme Judicial Council issues decisions to reassign Judges & establish new courts for endowment cases in Sana’a

Sana’a – Saba:

Dr. Abdulmu’min Shujaa al-Deen, President of the Supreme Judicial Council, issued several decisions concerning judicial appointments and the creation of new judicial entities focused on endowment-related cases.


  1. Decision No. (118) of 1446 AH:
    • Establishes the Primary Endowments Court in the Capital Secretariat.
    • The court will handle all criminal, personal, civil, and commercial disputes related to endowment properties within Sana’a and Sana’a Governorate.
    • Jurisdiction includes:
      • All lawsuits filed by or against the official endowments authority.
      • Criminal cases concerning violations under Article 87 bis/2 of the Endowments Law (Law No. 22 of 1992 and its amendments).
    • Existing primary courts will continue processing endowment cases until the new court becomes operational.
  2. Decision No. (119) of 1446 AH:
    • Establishes the Endowments Chamber at the Appeals Court of the Capital Secretariat.
    • This chamber will handle appeals of rulings issued by the newly established Primary Endowments Court.
    • Existing appeals chambers will continue processing such cases until the new chamber starts its work.
  3. Decision No. (120) of 1446 AH:
    • Assigns several judges to the newly formed Endowments Court and Appeals Chamber:
      • Ismail Ali Ali al-Mushki – President of the Endowments Chamber, Court of Appeals.
      • Mohammed Muflih Mohammed Muflih – Member of the Endowments Chamber, Court of Appeals.
      • Ahmed Taha Ghanem al-Muqtri – Member of the Endowments Chamber, Court of Appeals.
      • Sawsan Mohammed Ali al-Houthi – President of the Primary Endowments Court.

These decisions were based on proposals submitted by the Minister of Justice and Human Rights and the President of the Judicial Inspection Authority, reflecting efforts to strengthen judicial capacity and improve resolution of endowment-related disputes in the capital.
