Speaker of Parliament meets with Minister of Civil Service, Deputy Minister of Finance

Speaker of the Parliament Yahya al-Ra'i met on Sunday with Minister of Civil Service and Administrative Development Dr. Khaled al-Hawali, Deputy Minister of Finance Nasser al-Hamdani and Undersecretary of the Ministry of Finance for the Budget Sector Fouad al-Kumaim.

The discussions focused on ongoing efforts to correct administrative imbalances across public institutions, evaluate the current salary disbursement mechanism for state employees, and emphasize the importance of unified efforts to confront the challenges of the current phase and the repercussions of the ongoing aggression against Yemen.

During the meeting, Speaker al-Ra’i stressed the necessity of strengthening cooperation and coordination among relevant authorities to ensure continuous administrative development, address dysfunction wherever it exists, and enhance the efficiency of public service delivery.

He highlighted the importance of supporting administrative development efforts, improving job discipline, and facilitating citizen transactions through systematic monitoring and evaluation of performance across public service units. He also emphasized the need for continuous feedback and performance assessment mechanisms.

The Speaker called for redoubled efforts to enhance employee performance across all levels of government and expressed his appreciation to the leadership and staff of the Ministries of Civil Service and Finance for their dedication and developmental initiatives.

Dr. Khaled al-Hawali outlined the Ministry’s ongoing reforms aimed at addressing administrative irregularities within the Ministry and its branches in the Capital Sana'a and other governorates. He reaffirmed the Ministry’s commitment to modernization, enhanced job discipline, and streamlined service delivery.

He also briefed the Speaker on the public service system recently adopted by the Ministry, which is integrated with a unified service window connecting all public service units. This system enables automated processing of employee data and allows direct tracking of transactions by the connected units, ensuring transparency and real-time monitoring of progress and delays.

The Deputy Minister of Finance and the Undersecretary for the Budget Sector provided an update on the implementation of the temporary exceptional mechanism supporting the civil service payroll. They also reviewed steps taken to resolve issues facing small depositors, addressed grievance procedures related to the mechanism, and highlighted responses from the relevant ministries—particularly the Ministry of Civil Service.

In conclusion, the Speaker expressed his appreciation for the efforts made by the Ministries of Finance and Civil Service and Administrative Development as well as other concerned bodies, in implementing the mechanism. He called for the fair and accurate resolution of grievances submitted by various government entities to enhance transparency and ensure justice in the process.
