To protect the country's economic and national security amid the economic war, the Ministry of Economy, Industry, and Investment organized a workshop on enhancing mechanisms to combat customs smuggling crimes.
Government agencies are working to establish a blacklist of those involved in smuggling operations and circulate their names to banks, financial institutions, airports, and border crossings to prevent dealings with them. This aims to protect local production and support localization plans and self-sufficiency.
The ministry approved an executive action plan to contribute to combating customs smuggling, activating operational rooms, and enhancing cooperation between government agencies. It also proposed legal amendments to toughen penalties against smugglers.
To expedite case resolutions and ensure justice, the Judicial Inspection Authority has instructed personal status judges to enforce compulsory division among heirs and include these procedures in court rulings on inheritance division cases.This is based on the provisions of compulsory division under civil law, which obligates judges to implement and include such divisions in their rulings.
According to the authority’s findings from periodic and surprise inspections, merely issuing a ruling for division without enforcement prolongs compulsory division cases for years.
The Specialized Criminal Court in the Capital Secretariat began the trial of Ali Abdulaziz Abdullah Al-Sarfi, 25, accused of committing serial killings in the Sarf area. The charges involve brutally murdering three of his colleagues in premeditated attacks to steal their personal belongings.
Salary Disbursement
In line with the government's commitment to public service employees, the Ministries of Finance and Civil Service & Administrative Development began issuing financial supplements for March 2025 salaries to public service units included in the monthly payroll. This follows the state employee salary program under the exceptional mechanism law to ensure salary payments and reimburse small depositors.
Development Conference
As part of implementing the revolutionary leadership’s directives to build a strong national economy, achieve self-sufficiency, and reduce import costs, the Government of Change and Construction organized the first Development and Popular Participation Conference over five days. The event included representatives from 51 districts, each represented by their district director and development coordinator.
The conference marked the launch of the first phase of integrated participatory development planning in 51 districts for the year 1447 AH, with community and government participation. It aimed to raise awareness about the importance of sustainable development under siege and aggression, improve public policies, and enhance planning, implementation, evaluation, and community participation methods. Additionally, it sought to exchange expertise, strengthen community engagement, assess economic and developmental interventions, and integrate mobilization efforts into local development.
The conference’s objectives were divided into 14 themes, including reducing import costs, achieving economic empowerment, protecting the environment, as well as areas related to studies, preparation, and implementation of participatory plans, among others.

The center includes medical, logistical, shelter, and treatment facilities, supported by the Zakat Authority and the Ministries of Communications and Health.

In support of the rights of the visually impaired and their integration into society, the Yemeni Association for the Care and Rehabilitation of the Visually Impaired, funded by the Fund for the Care and Rehabilitation of the Disabled, began preparations to hold the eighth mass wedding for the visually impaired on May 29. Efforts are underway to create a suitable atmosphere to receive the grooms and brides from various governorates.

To expedite case resolutions and ensure justice, the Judicial Inspection Authority has instructed personal status judges to enforce compulsory division among heirs and include these procedures in court rulings on inheritance division cases.This is based on the provisions of compulsory division under civil law, which obligates judges to implement and include such divisions in their rulings.
According to the authority’s findings from periodic and surprise inspections, merely issuing a ruling for division without enforcement prolongs compulsory division cases for years.
The Specialized Criminal Court in the Capital Secretariat began the trial of Ali Abdulaziz Abdullah Al-Sarfi, 25, accused of committing serial killings in the Sarf area. The charges involve brutally murdering three of his colleagues in premeditated attacks to steal their personal belongings.
Salary Disbursement
In line with the government's commitment to public service employees, the Ministries of Finance and Civil Service & Administrative Development began issuing financial supplements for March 2025 salaries to public service units included in the monthly payroll. This follows the state employee salary program under the exceptional mechanism law to ensure salary payments and reimburse small depositors.
Development Conference
As part of implementing the revolutionary leadership’s directives to build a strong national economy, achieve self-sufficiency, and reduce import costs, the Government of Change and Construction organized the first Development and Popular Participation Conference over five days. The event included representatives from 51 districts, each represented by their district director and development coordinator.
The conference marked the launch of the first phase of integrated participatory development planning in 51 districts for the year 1447 AH, with community and government participation. It aimed to raise awareness about the importance of sustainable development under siege and aggression, improve public policies, and enhance planning, implementation, evaluation, and community participation methods. Additionally, it sought to exchange expertise, strengthen community engagement, assess economic and developmental interventions, and integrate mobilization efforts into local development.
The conference’s objectives were divided into 14 themes, including reducing import costs, achieving economic empowerment, protecting the environment, as well as areas related to studies, preparation, and implementation of participatory plans, among others.
Capacity Building and Training
In line with the urgent priorities of the government program, which focused on training and capacity building for administrative staff, improving institutional government performance, achieving strategic goals, administrative transformation, and promoting a culture of quality, the Ministry of Justice and Human Rights trained its employees, along with staff from the National Human Rights Authority, the Rehabilitation and Reform Authority, and the Real Estate Registry and Documentation Authority. The training covered operational planning and evaluation skills as part of the ministry’s operational plan for the year 1446 AH.
As part of programs to enhance women’s capabilities, particularly for those working in rural districts, a training workshop was held in Sana’a province. It focused on preparing strategic plans for women’s development departments in the districts, raising women’s awareness, encouraging their participation in the economic sector, activating community initiatives at the district level, and conducting studies to assess the status of rural women to propose suitable development projects.
Supporting Vulnerable Groups
In line with the government’s direction to support vulnerable groups, the First Deputy Prime Minister, Scholar Mohamed Miftah, reviewed the work carried out in equipping the Al-Ihsan Center under the National Program for the Care and Shelter of the Homeless ("Unaccompanied Mentally Ill Patients"). The center includes medical, logistical, shelter, and treatment facilities, supported by the Zakat Authority and the Ministries of Communications and Health.
He also examined the procedures for collecting homeless individuals from the streets in the capital city, their reception at the center, the medical and shelter services provided to them.
The center serves as the first nucleus of humanitarian work, operating according to specific plans, priorities, and objective criteria. The first criterion is to take in homeless individuals whose actions may harm passersby—especially children and women—or property. The second criterion applies to those who cannot maintain basic personal hygiene, lack the ability to meet their basic food and drink needs, or are elderly.
The National Program also seeks to address the phenomenon of begging in partnership with the Chamber of Commerce and Industry in the capital, by creating job opportunities for graduates of the Chinese Institute of Applied Sciences and Technology, whose training costs were covered by the program during their vocational apprenticeship phase.
Program Trains Beneficiaries in Various Fields
The program worked on training beneficiaries in several areas, including the maintenance and installation of solar energy systems, automotive electricity, and female beneficiaries of the sewing diploma program, integrating them into workshops. It also facilitated reverse migration by returning them to their villages in the provinces and providing them with interest-free loans to purchase livestock.
Support for the Rights of the Visually Impaired
In support of the rights of the visually impaired and their integration into society, the Yemeni Association for the Care and Rehabilitation of the Visually Impaired, funded by the Fund for the Care and Rehabilitation of the Disabled, began preparations to hold the eighth mass wedding for the visually impaired on May 29. Efforts are underway to create a suitable atmosphere to receive the grooms and brides from various governorates.
This year's wedding aims to fulfill half of the religious obligations for 80 grooms and brides from the capital city and the provinces of Aden, Hadramout, Taiz, Lahj, Al Hudaydah, Ibb, Marib, Sana’a, Dhamar, Shabwa, Amran, and Raymah.
Completing the Emergency Plan Implementation
As part of efforts aimed at completing the implementation of the emergency plan, an expanded meeting chaired by the First Deputy Prime Minister, the esteemed Mohamed Miftah, discussed aspects of coordination between various ministries and government agencies to finalize the emergency plan and the achievements made in this regard.
The plan implemented by all state institutions includes rapid response to any emergency, coordination, cooperation, and mobilizing all available resources to ensure full readiness to carry out any emergency tasks amid the aggression and blockade facing the nation, in accordance with approved mechanisms that define the responsibilities of each entity to improve and develop performance.
Basic Services
To ensure the improvement of the aesthetic appearance of the provinces and support the efforts of sanitation and improvement funds to enhance cleaning operations, the Ministry of Finance delivered new machinery to sanitation funds in the provinces of Dhamar, Al Hudaydah, Ibb, and Al Dhale’.
In line with the focus on encouraging the agricultural sector and cooperative associations, the agricultural sector and the Agricultural Cooperative Union in Taiz province distributed office furniture to agricultural offices in the districts and cooperative associations worth 11 million Yemeni riyals, funded by the Unit for Financing Agricultural , Fisheries Projects and Initiatives.
Suspension of Tourism Services Quality Committee
A meeting in Sana’a, chaired by the Minister of Culture and Tourism, Dr. Ali Al-Yafai, decided to suspend the work of the field committee tasked with monitoring the quality of tourism services following complaints submitted by owners of lodging, food, and tourism agencies regarding violations during field inspections.
The minister stressed the importance of everyone taking responsibility in carrying out tasks with full efficiency and integrity, preserving the rights and freedoms of facility owners guaranteed by the constitution , law, and taking necessary legal action against anyone proven to violate the laws.
Addressing Irregularities
In light of the leadership's directives, the agenda of the Government of Change and Construction, and the implementation of the National Anti-Corruption Strategy, a meeting in Sana'a reviewed a matrix outlining the most prominent irregularities in the Ministry of Transport , Public Works and its affiliated agencies, along with preventive measures to address them. The matrix was prepared by the Supreme National Anti-Corruption Authority (SNACA) through its Corruption Prevention and Anti-Corruption Department, based on reports, complaints, and case files under review. The meeting was attended by Redhaan Al-Mutawakkil, Deputy Chairman of SNACA, and Mohammed Qaheem, Minister of Transport and Public Works.
Another meeting, chaired by Nasser Al-Mahdhar, Deputy Minister of Local Administration and Rural Development, reviewed a matrix of irregularities in the work of local authority units in the capital secretariat and provinces, covering administrative, financial, legal, and developmental aspects as outlined in SNACA’s report, along with corrective measures.
The irregularities include issues related to the collection of local and shared revenues, conflicts between the Local Authority Law , other laws and regulations, as well as structural inflation in local authority bodies and the creation of unauthorized organizational components. Additionally, there were several legal, administrative, and oversight irregularities.
Incentives for the Economic Sector
Finance Minister Abduljabbar Ahmed discussed with Ali Al-Hadi, Chairman of the Capital Secretariat Chamber of Commerce, and several traders the government’s measures and incentives granted to the economic sector to support national industries , localize certain goods and products. They also reviewed procedures to facilitate , simplify tax and customs processes to enhance private sector partnership and promote economic recovery amid the country's current economic conditions.
Electronic Systems and Automation Projects
As part of the government’s program to develop institutional and regulatory infrastructure to enhance performance, improve operations, and transition to business automation, the Ministry of Local Administration and Rural Development, in collaboration with "Yemen Soft," is finalizing procedures to implement and train personnel on the Local Authority Information System. This project is crucial for establishing a network linking the ministry with central agencies and local authorities in the capital secretariat, provinced, and districts.
The project will contribute to faster exchange of information , data between the ministry and relevant entities, supporting local and rural development plans and programs.
In a step toward digital transformation in traffic services, the Ministry of Interior launched a guide outlining the procedures for services provided by traffic police to citizens.
Meanwhile, the Capital Secretariat launched the "Tamkeen" project for unified electronic services in the Al-Wahda, Ma'een, Al-Tahrir, and Al-Sabeen districts. This system allows citizens to submit service requests—whether in public works, health, tourism, or other fields—through a unified electronic portal at any executive office or district administration. It also enables them to review procedures, service fees, and complete transactions quickly and easily.
The system will be launched in the remaining directorates after completing the infrastructure and electronic equipment.
Monitoring the Situation in Shabwa Province
As part of the government's efforts to monitor the situation in Shabwa province, Nasser Al-Mahdhār, Deputy Minister of Local Administration and Rural Development, discussed with Shabwa Governor Awad Al-Awlaki the conditions in the province. They addressed the suffering of its residents due to deteriorating services, rising living costs, and security disruptions caused by the practices of the Saudi-Emirati occupation and its tools, as well as the conditions of the displaced and the families of martyrs from the province. They also reviewed measures to support them.
Compensating Damages
In line with its national, moral, and professional responsibilities and to strengthen mutual trust with citizens, the Yemen Oil Company announced executive measures to investigate complaints regarding malfunctions in some citizens' vehicles after refueling at certain stations.
The company confirmed that it is working under a precise mechanism to address any damages caused by these petroleum products as a modest initiative to compensate for proven damages to citizens' transportation means.
Collecting Folk Heritage
The Ministry of Culture and Tourism launched a project to collect folk heritage from various provinces, implemented by the Folk Heritage Museum. The project aims to preserve and promote the country's unique historical and cultural heritage.
It includes traditional clothing, agricultural tools, ornaments, music, pottery, jewelry, and other distinctive items from each province.
Developing Sports Clubs and Federations
In implementation of the policies outlined in the government's Change and Development Program, a meeting was held in Sana'a, chaired by Deputy Minister of Youth and Sports Nabeh Abu Shawṣā’, to assess the status of sports clubs and federations. The meeting evaluated their performance and discussed reforms to advance Yemeni sports and achieve effective participation and honorable results in local, regional, and international competitions.
The evaluation process will cover administrative, financial, regulatory, and legal aspects, in addition to analyzing sports, cultural, and social performance.
Preference for Local Products in Tenders
The Supreme Authority for Tenders and Bids urged all tender and bid committees in government entities subject to the Tenders Law to grant a preference margin to products from local agricultural and industrial projects.
The Authority emphasized the necessity of including provisions in tender documents that allow for the submission of local products, as well as granting preferential margins for local agricultural and industrial products—especially when the entity requires agricultural or industrial products and there are local products of equal quality to imported materials.
Evaluation of Public Services
Driven by a sense of responsibility toward the people and the commitment to serving them while ensuring their satisfaction with services, the government launched the first phase of inspecting and evaluating public services in central and local units.
During the launch, the Prime Minister stressed the importance of diagnosing the reality of government service delivery, identifying areas for reform and development, assisting entities in improving service delivery mechanisms , procedures, and fostering a culture of inspection, evaluation, and performance measurement.
The evaluation will be conducted by field teams affiliated with the National Team for Supporting the Procedures Simplification Project, through two integrated tracks:
1. Measuring the performance of government service centers.
2. Assessing performance in implementing service manuals by establishing a general framework for evaluation, which includes readiness, responsiveness, mechanisms, methods used, and administrative procedures.
In this exceptional phase of Yemen’s history, marked by the significant challenges resulting from aggression and blockade, the Government of Change and Construction—along with all state institutions—is undertaking its responsibility to perform its duties and overcome difficulties to meet citizens' needs in various fields.
