Ukrainian Defense Minister Rustam Umerov, who headed his country's delegation to the Istanbul talks, announced that Russia and Ukraine have reached an agreement to exchange prisoners of war on a "1,000 for 1,000" basis.
"We know the implementation date, but we will not announce it now," Umerov told reporters after the talks concluded on Friday.
