FM accuses Israel of systematic aggression against Yemen's civilian infrastructure, demands international investigation

Minister of Foreign Affairs and Expatriates Jamal Amer on Tuesday submitted an urgent official complaint to the President of the United Nations General Assembly and the President of the Security Council for the month of May 2025, the Secretary-General of the United Nations, the Secretary-General of the International Maritime Organization (IMO), the Secretary-General of the International Civil Aviation Organization (ICAO), all countries of the world, and international governmental and non-governmental organizations, including international human rights organizations, and numerous international correspondents and media professionals.

The complaint accused the "Israeli entity" of committing serious acts of aggression and systematic and deliberate attacks against the Republic of Yemen, its territories, and vital civilian infrastructure on May 6, 2025, resulting in widespread destruction of vital national assets and constituting flagrant violations of international law. The complaint called for immediate action to hold Israel accountable.

The complaint also included preliminary details of the Israeli hostile attacks on key civilian targets, including Sana'a International Airport, which suffered complete destruction of its passenger terminal and facilities, and the burning of civilian aircraft. The complaint also detailed the Hodeida port, a vital lifeline for 80 percent of the population, which resulted in the destruction of docks, cranes, and humanitarian supply warehouses, resulting in civilian casualties.

The complaint explained that the Zionist aggression targeted Bajel and Amran cement factories, which suffered extensive damage, emphasizing their civilian nature, essential for reconstruction.

The Minister of Foreign Affairs and Expatriates confirmed that the Israeli attacks also targeted and destroyed Hezyaz and Dhahban power plants, leading to widespread power outages for hundreds of thousands of civilians and hospitals.

Amer indicated that the targeted targets were purely civilian, emphasizing that their destruction aimed to cripple Yemen's resilience and inflict extreme suffering on its people.

The complaint refuted any possible military justifications, describing the destruction as "indiscriminate and widespread."

The complaint was based on legal arguments that unequivocally affirm that the Israeli attacks constitute a violation of Yemeni sovereignty and territorial integrity, in accordance with Article 2(4) of the UN Charter, as well as serious violations of international humanitarian law, including violations of the principles of distinction, proportionality, and precaution. They also constitute violations of the Geneva Conventions and their Additional Protocol I, specifically Articles 51, 52, 54, 56, and 147, relating to grave breaches such as widespread destruction of property without military justification, and the Hague Regulations.

Regarding Sana'a International Airport, the complaint addressed violations of international civil aviation agreements (the Chicago Convention and ICAO resolutions). Regarding the port of Hodeida, the complaint referred to violations of the International Maritime Activities Convention, the ISPS Code, and the SUA Convention.

In the complaint, the Minister of Foreign Affairs and Expatriates emphasized the absence of "immediate military necessity" and described the destruction as "indiscriminate and widespread."

He reiterated that the hostile Israeli attacks are exacerbating the world's worst man-made humanitarian catastrophe in Yemen, and that international inaction will encourage impunity. He called on the United Nations to publicly and unequivocally condemn the hostile Israeli attacks.

Amer called on the UN Secretary-General to refer the Republic of Yemen's complaint to the Security Council, in accordance with his powers and authority under Article 99 of the Charter.

He called on the Security Council, the UN Secretary-General, the Secretary-General of the International Maritime Organization (IMO), and the Secretary-General of the International Civil Aviation Organization (ICAO) to form an independent and impartial international investigation committee to investigate the facts of the Israeli aggression and identify those responsible.
