Parliament approves  report of joint committee, directs  Govt with number of recommendations

SANA'A May 12. 2024 (Saba) - Parliament, in its session on Sunday, under the chairmanship of the Speaker of the Council Yahya Ali al-Rai', approved the report of the joint committee of the committees "Defense and Security, Services, Transport and Communications" on completing the study of the level of implementation of the Council's recommendations on traffic imbalances.

This came after the commitment of the government side, represented by Minister of Local Administration in the caretaker government Ali al-Qaisi to implement the following recommendations:

Parliament reaffirms its previous recommendations that the government has committed to implement previously, namely:

1- Unifying efforts and coordination between ministries, institutions and bodies related to maintaining the traffic system to find solutions and objective treatments through the development of a unified action plan to prevent traffic imbalances to be implemented within specific time stages, and this is presented to the Council to take what it deems appropriate.

2. Handling shall be developed with regard to the numbering of cars and motorcycles within the framework of the following controls:

A - The living situation suffered by the citizen in terms of poverty, poverty, war and aggression.

B- Any solution or treatment shall not constitute a burden on the citizen, especially the owners of cars and motorcycles.

C- The remedies shall be within the framework of the Constitution and the laws in force and shall not be violated.

D- Not to impose any taxes or fees unless a law has been promulgated thereon, and to cancel any fees determined by ministerial decision in accordance with the provisions of Article (13) of the Constitution.

3- The dues of traffic officers and those in charge of maintaining traffic order shall be paid so that they can support their families and perform their duties and work.

4- Obliging public road users to abide by the traffic rules and etiquette stipulated in the laws in force.

5- Carrying out traffic awareness through visual, audio and print media to create a general culture among the community of the importance of respecting the public road and traffic rules and etiquette.

6. Expedite the preparation of draft amendments to the laws necessary for the separation of tasks and competencies between the regions.

7- Applying the traffic rules and etiquette stipulated in the law to motorcyclists and various means of transport.

8- Obliging the Capital Secretariat and the Ministry of Public Works to search for special places to place and organize stalls in a manner that ensures the good appearance of the country.

9 - Compliance with the rules and conditions of the axial weight of the load of means of transport in accordance with the law.

10- Obliging the Ministry of Information to allocate advertising spaces through visual and audio media to spread traffic awareness, as well as through SMS messages for mobile phones for free.

11. The Ministry of Education shall contribute to the dissemination of traffic awareness in schools.

12- Obliging the Ministry of Communications through public and private telecommunications companies in traffic awareness to introduce the importance of adhering to traffic rules and etiquette.

13. The Ministry of Transport, represented by the Public Authority for Land Transport Affairs, shall provide sorting of buses and tankers in areas where there is no means of transportation in the capital's secretariat.

14- Activating the role of the Land Transport Affairs Authority in organizing bus traffic on lines and sorting.

15- Cancel any increase in the amount of traffic service fees or fines in violation of the Constitution and applicable laws.

16- The mayor of the capital, the governors of the governorates, and the directors of the directorates must direct the removal of stalls from the main streets and sidewalks in order to facilitate the movement of vehicles and pedestrians in those streets.

17- Obliging the Ministry of Finance to allocate (20 percent) of the total revenues received by the General Traffic Department to be spent as an incentive for traffic officers in the Municipality of the Capital and the governorates.

B - The Council requires the government to implement the following additional recommendations within a period not exceeding three months from the date of approval of the recommendations. The Ministry of Public Works and Roads, the Capital and Governorate Secretariat, and the General Traffic Administration must coordinate with the rest of the relevant authorities to do the following:

1- Activating traffic lights to ensure traffic regulation and reduce accidents.

2- Determine the turning slots on the highways in a technical and thoughtful manner that ensures the reduction of traffic accidents and the condensation of traffic police in the streets where it is not possible to make these slots.

3- Establishing an automated monitoring system to monitor violators of traffic controls for various means of transportation, including motorcycles.

4- Repairing potholes and removing speed bumps in long lines and in the main streets of the capital and governorate capitals, and installing traffic safety signs and instructions.

5- Limiting the passage of motorcycles on long lines and highways.

6- Applying the Traffic Law and its executive regulations to motorcycles, like other means of transportation.

7- Including traffic awareness within the educational curricula for students at various levels of study.

8- Expediting the submission of a draft amendment to the Traffic Law in force No. (46) of 1992 AD and its amendments to ensure that deficiencies are addressed.

9- Providing the House of Representatives with the mechanism for disbursing the percentage (20 percent) specified in the recommendations.

10- Holding training courses for traffic officers and traffic control personnel to develop their skills and abilities to achieve appropriate treatment by traffic officers with vehicle and motorcycle drivers.

11- Providing the House of Representatives with a detailed report on the level of implementation of these and previous recommendations, explaining the obstacles, difficulties, and proposed treatments.

Members of the House of Representatives, in the session attended by the Ministers of the Caretaker Government, the Minister of State for the Affairs of the House of Representatives and the Shura Council, Dr. Ali Abu Haliqa, the Minister of Transport, Abdul Wahab Al-Durra, the Irshad Najeeb Al-Ajji, the Deputy Minister of Works, Engineer Muhammad Al-Dhari, and the Minister of Media, Fahmi Al-Yousifi, stressed the need to commit to implementing the Council’s recommendations in full.

They stressed not allowing the import of cars and vehicles damaged by floods and torrents, preventing their entry into Yemen, adhering to wearing seat belts, preventing the use of mobile phones while driving, preventing children and young people from driving cars and vehicles, and not allowing those who do not have driving licenses to drive cars and vehicles.

During the session, Deputy Speaker of the House of Representatives, Abdul Salam Hashul, stressed the importance of integration between the authorities and unifying efforts to confront challenges and shortcomings wherever they exist, and to confront the effects of the repercussions of the aggression and siege.

In the same parliamentary context, the House of Representatives approved sending a letter to the Chairman of the Political Council, His Excellency Field Marshal Mahdi Al-Mashat, regarding taking legal measures against ministers who did not commit to attending the Council’s sessions, and those who the Council had previously requested their presence more than once to discuss important topics and issues, namely the Deputy Prime Minister for Economic Affairs. - Minister of Finance, and the ministers in the caretaker government, Education, Youth and Sports, and Media.

The Council began its session by reviewing its previous minutes and approved it, and it will continue to hold its business sessions tomorrow, Monday, God Almighty willing.
