SANA'A February 06. 2023 (Saba) - The House of Representatives, in its session on Monday, chaired by Speaker Yahya Ali Al-Rai', approved the report of the Population and Public Health Committee regarding the field visit to the Ministry of Health, the Cancer Control Fund, the National Cancer Center, and the National Cancer Foundation.

The Council also approved the report of the Public Health and Population Committee on immunization of children and the spread of some epidemics such as measles, polio and others.

This came after the commitment of the government, represented by the Minister of Public Health and Population, Dr. Taha Al-Mutawakel, to implement the following recommendations:
1- The Anti-Cancer Fund assumes its role in accordance with the law of its establishment and provides the necessary support for cancer patients, whether related to examinations, the provision of medicines, surgeries, etc., while making optimal use of the resources obtained by the Fund, and following up on those who do not pay and obliging them to quickly pay what they owe in accordance with the law.

2- Rapid submission of a plan and strategy to combat cancer diseases with the participation of the concerned authorities, the private sector and civil society organizations.

3- Paying attention to training and qualifying the cadres working in this sector according to the latest methods, and providing modern equipment and devices, blood separation devices, early examination, CT scans, and others.


4- Communicating with the United Nations, the World Health Organization, the Medicines Program and other humanitarian organizations to allow the entry of radioactive devices, atomic iodine, solutions, medicines, etc., and the necessary needs for cancer patients.

5- The speed of creating a cancer map showing the location of the disease, its types, time of infection, causes, and work to prevent the spread of the disease by all available means.



6- Spreading awareness among the community and through school curricula prepared for the purpose of introducing the importance of early detection, carcinogens, and practices that may lead to disease and how to avoid it.

7- Unifying the mechanisms and protocols related to the disease and its related responsibilities and facilitating easy access to the services provided to patients, as well as psychological and moral support for patients.

8- Oblige the Yemeni Authority for Standardization and Metrology and the Supreme Authority for Medicines to conduct the necessary checks for all imported materials and determine the quality, the extent of compliance with specifications, and so on.

9- Requiring the Ministry of Water and Environment and the relevant authorities to establish a network to monitor the level of pollution in the environmental system (soil - water - air), especially in places of population centers, factories, hospitals, research centers, torrents and rainwater streams, water tanks, and others.

10- The commitment of the Ministry of Health and its affiliated offices not to license any product or factory that does not meet the conditions and specifications, and to pre-declare the risks of its use in the short and long term.

11- Increasing investments in infrastructure and scientific research related to cancer, as well as increasing government support to cover the existing gap between what the fund and the private sector, represented by the foundation and others, provide, and the government's adoption of strategic projects with the participation of the private sector and civil society organizations.

12- Speedy completion of the implementation of the Al-Jarda Center for Oncology project, the oncology surgery unit for adults in the Fund, Kuwait General Hospital and others, and the allocation of an integrated unit for leukemia patients, and assigning those concerned to quickly solve the problem in the project of establishing a laboratory in the works yard by the Fund.

13- Rapidly training the health staff in obstetrics and gynecology hospitals to perform specialized surgery for uterine tumors and provide the necessary devices and equipment for that.

The Council also approved recommendations related to immunization against measles and polio, and combating other diseases and epidemics, as follows:

- Adopting an urgent budget to launch a wide campaign for immunization that includes all directorates and governorates, accompanied by joint awareness-raising work, to which all governmental, community and private agencies must contribute to deliver a message about the importance of immunization against epidemics to all population groups in the Republic of Yemen.

- Comprehensive coordination with international organizations interested in health affairs to provide the immediate support necessary for the success of the campaign and comprehensive immunization programs, starting from the day of birth until the third year and beyond for children, as is the case for mothers and girls who are about to get married, and ensuring the continuity of providing immunization services in order to achieve the best results for the health of children and prevent the spread of epidemics.

- All visual, audio and print media, means of communication, those concerned with preaching and guidance, and all governmental and private platforms must contribute to the performance of their duty towards future generations who constitute the generation of tomorrow and the pillar of Yemen's future, to be able to grow, develop and innovate.

- A comprehensive report shall be submitted to the Council on the findings of the Ministry of Public Health and Population and its partners in general regarding the implementation of these recommendations within one month of the approval of this report.

In the session attended by the Minister of State for Parliament and Shura Council Affairs, Dr. Ali Abu Haliqa, the Speaker of the House of Representatives, in his name and on behalf of the Presidency and members of the Council, thanked and appreciated the Chairman and members of the Public Health and Population Committee in the Council, appreciating her efforts in preparing reports and field visits to follow up on the health aspect continuously.

He stressed the need for the National Salvation Government to prepare health plans and programs and assign teams to pass to citizens' homes to circulate children's vaccination against measles and polio, especially as there are families who cannot reach designated health centers due to difficult living conditions.

He pointed to the importance of the role of media and health education in raising awareness of the importance of vaccinating and immunizing children against widespread diseases and epidemics. He urged the concerned authorities to unite efforts with the Ministry of Health and activate emergency cooperation to combat diseases and epidemics, limit their spread, and provide the necessary capabilities for that.


During the session, the members of the Council indicated in their discussions that the aggression and blockade during the eight years had great effects in the return of these epidemics, the spread of poverty and the difficulty of life, which led to the exacerbation of health problems in public life and the failure of immunization programs in particular.

They pointed out the difficulties and challenges ahead, and the aggression coalition deliberately prevented the entry of some medicines, medical and radiological devices, and others.


The members of the Council stressed the importance of concerted official and societal efforts to strengthen steadfastness in the face of aggression and siege, and to confront the conspiracies woven by the aggression against the Yemeni people, including those related to the economic war and the difficulties facing the health sector.

The Council assigned the Minister of Public Health and Population to prepare a detailed report on the spread of diseases and epidemics and the measures that the Ministry will take to implement the recommendations of the Council.

In turn, Minister Al-Mutawakel requested a two-month period to provide the Council with a report on this aspect.

The council had started the session by reviewing the minutes of its previous session and approved it, and it will continue to hold its sessions on Tuesday.
