SANA'A December 04. 2022 (Saba) - A meeting in Sana'a was held on Sunday discussed the draft law to prevent usurious transactions, organized by the Ministry of Justice and the Chamber of Commerce and Industry in the capital Sana'a.

Over two days, member of the Supreme Political Council Mohammed Al-Nuaimi stressed the importance of holding the seminar to come up with scientific and economic visions and perceptions of the usurious transaction law, based on the teachings of the true Islamic religion.

Al-Nuaimi pointed out the importance of benefiting from the experiences of Arab and Islamic countries in this aspect and identifying the procedures and alternatives that will be taken to come up with a draft law that meets the need and works to strengthen the national economy.

He indicated that the participation of scholars and economists in the seminar would produce positive recommendations and results and enrich the draft law in line with the texts of the Holy Qur’an and the Sunnah of the Prophet.

For his part, Chairman of the Supreme Judicial Council Judge Ahmed al-Mutawakel stressed the importance of proceeding with reforming laws, foremost of which is the draft law to prevent usurious transactions.

He said, "The Yemeni constitution stipulates that Islamic law is the source of all legislation, and the law prohibits usury, as well as the civil law, which a scholarly committee took care of codifying. This law stipulated that dealing with usury is not valid," indicating that usury has great Harm to any society that deals with it.

He pointed to the keenness of the revolutionary leadership and the Supreme Political Council to abide by the approach of God's law and avoid the suspicion of usury and urge to rectify this and legalize what achieves justice as well as draft a law to prevent usurious transactions.

Judge al-Mutawakel touched on what Yemen is exposed to in terms of aggression, siege, and systematic targeting of its values, belief, heritage, and all its components.

He stressed that the leader of the revolution, with his wisdom, patience, and keenness to build the country militarily, security, economically, and socially, resulted in victories in various aspects.

Al-Mutawakel urged the continuation of work and efforts for construction and development, including draft laws, including the draft law to prevent usurious transactions, stressing interaction with the topics of the panel discussion, and caution against falling into any prohibition that contradicts the approach of the Holy Qur’an and the Sunnah of the Noble Messenger, may God’s prayers and peace be upon him and his family.

In turn, Grand Mufti of Yemen, the scholar Shams al-Din Sharaf al-Din, affirmed that the law for banning usurious transactions stems from the constants and texts of the Holy Qur’an and the purified Sunnah of the Prophet.


He stressed the need to prevent usurious transactions and the speedy issuance of the law.

He touched on the efforts made to prepare the draft law and the stages it went through, stressing the need to take responsible decisions with regard to banking and banking transactions and to stay away from usury.

Sharaf al-Din urged to deal economically according to the tolerant Islamic law, to move to work in Islamic banking, and to avoid usurious transactions in all their forms, indicating the disastrous consequences of usurious financial and banking transactions.

He said, "What happens to the nation in terms of trials, tribulations and wars may be a result of usurious transactions," pointing to the negative effects of usury and the available alternatives.
