 National Vision for Building  Yemen's Modern State sets 12 axis to achieve 175 goals by 2030

SANAA, April 20 (Saba) - The national vision for building the modern Yemeni state was approved by a decree that was issued by President on Saturday.

It included 12 axis focusing on 39 challenges facing Yemen and achieving 175 strategic objectives over three time periods until 2030.



The national vision included several arenas like: comprehensive national reconciliation, political solution, governance, social construction, economic development, administrative development, justice, rule of law, innovation, creativity, knowledge, scientific research, education, health, environment, defense, security, foreign policy and national security.



In each axis, implementation indicators were presented for each objective, with the most important initiatives reflecting each objective on the ground.



The national vision for building the modern Yemeni state will implement its strategic objectives on the ground at the end of the year 2030 through achieving a qualitative level for Yemen in the quality index of basic education, where country reaches to 90th place among the world countries, reducing the illiteracy rate among the population to less than 20%, the participation of women in the labor force should reach to 30 percent of the total labor force and reducing the poverty rate among the population to less than 20 percent.



It will work also that the level of citizen satisfaction for government services in Yemen will be among the best 80 countries end of the period 2030, prevalence of health insurance among the population should reach to more than 50 per cent and the arrival of 5 Yemeni universities to be ranked among the best universities in the Arab world.



It aims to increase the average number of housing units established annually during the period to 17500, improve the environmental performance index to rank 80 among the countries of the world and the ranking of Yemen in the field of innovation to the 95th place in the world.



The vision also targets to improve Yemen's sustainable development index from 45 to 60, improve the investment index from 130 to 190, per capita GDP should reach above $ 2,000 per year, reduce the unemployment rate to less than 10 per cent, and raise the ranking of Yemen in the human development index to 120th among the countries of the world.



The national vision aims also to rank Yemen in the Corruption Perceptions Index in place 100 among the countries of the world and achieve an annual real economic growth rate of not less than 5%.



It will works to achieve the target of Yemen's reaching among the top 100 global economies in addition to the arrival of Yemen among 70 countries in the index of the efficiency of institutions, reach of the index of democracy and the freedom and protection of citizens' rights to 98 and reducing the inflation rate to less than 5 percent.



The National Vision for Building a Modern State was based on seven important principles:



1. The principles of Islam and the teachings of Islamic law are the starting points of the national vision to build the modern state of Yemen.



2. The faith in the moral and human values ​​of the Yemeni people is the basis for building the modern state of Yemen.



3. The republican regime and adherence to the Constitution and Laws of the modern Yemeni state.



4. Achieving social justice and equal citizenship, respecting rights and freedoms is one of the religious constants and national values.



5. Preserve the Yemeni family and strengthen its position in society.



6. The peaceful transfer of state authorities via free and fair elections is the practical embodiment of the democratic approach.



7. Yemen's unity is a basic principle for the Yemeni people.



The National Vision for Building the Modern State has adopted comprehensive references as the basis for drafting the vision, the most important of which are the Constitution of the Republic of Yemen, the outcomes of the National Dialogue Conference agreed upon, the basic laws and legislations, the sectoral plans and strategies, the previous government programs, the Global Plan for Sustainable Development (2016-2030) Political visions and perceptions of political parties and components.
